The purpose of this amendment is to (1) Respond to a formal question submitted by a potential bidder and (2) make corrections to the solicitation. The following question and answer are provided and made a part of this amendment: QUESTION: In the solicitation for IFB, items are listed as follows: ITEM, QTY, UNIT OF MEASURE, FIBER COUNT: 0001AA, 250,000, Meter, 4 to 8 fibers; 0001AB, 1,296,000, Meter, 9 to 12 fibers; 0001AC, 225,000, Meter, 13 to 16 fibers; 0001AD, 100,000, Meter, 17 to 20 fibers; 0001AE, 750,000, Meter, 21 to 26 fibers; 0001AF, 150,000, Meter, 27 to 32 fibers; 0001AG, 3,500,000, Meter, 33 to 40 fibers; 0001AH, 850,000, Meter, 41 to 52 fibers; 0001AJ, 420,000, Meter, 53 to 70 fibers; 0001AK, 750,000, Meter, 71 to 100 fibers. The above items are listed in by ''fiber count'' however, the information concerning fiber counts is much too vague. Simply, I am unclear as to how to quote on these items as fiber optic cabling can be manufactured from 4 through 100 fibers. Do you want me to quote on, for example: 4 fiber count, 5 fiber count, 6 fiber count, 100 fiber count OR do you want me to quote on 4 fiber count, 6 fiber count, 8 fiber count, 100 fiber count OR is there another manner in which you would like me to quote on fiber counts? Please advise me as to how you would like me to quote on the fiber optic cabling. ANSWER: The fiber count will be specified at the time of order, requiring a cost per fiber meter, not cost per cable meter. Reel lengths will also be specified at the time an order is placed. Reel length will be from 500 meters to 6 kilometers. Quote a price based on the fiber-meter. The fiber count is based on your actual breakdown. The fiber count in the solicitation is the suggested range, e.g., 4 to 8 may be 4, 6, 8, or 4, 5, 6 7. Solicitation DAAD07-96-B-0103 is corrected as follows: DFARS Clause 52.225-7007 TRADE AGREEMENTS ACT (JAN 1994) is not applicable to this requirement and is hereby deleted in its entirety. The sentence that reads: ''Bids are due on April 12, 1996 at 3:00 PM (MZ), is corrected to read: ''Bids are due on April 18, 1996 at 3:00 PM (MZ). The telephone number for the point of contact, Margaret Carrillo, is corrected to read: ''AC 505-678-5455.''
