Broad agency announcement (BAA) is restricted to domestic sources who
are either planned producers, or intend to become planned producers,
for the medical items listed below. The Defense Personnel Support
Center (DPSC) seeks the demonstration of unique and innovative concept
papers regarding the availability of planned defense items during
mobilization or contingencies for nationalemergency, humanitarian
actions and when otherwiseauthorized. Specifically, the DPSC wishes to
maintainand/or expand a viable industrial base with sufficient
sustainment capability to meet DOD requirements for planned producer
items. Concept papers are soughtfor, but are not limited to, the
following list of planned items: Sutures, absorable, surgicalsutures,
nonabsorable, surgicalstapler, surgical disposablestapler, surgical
(with replacement cartridges) clip hemostatic, surgicalforceps,
hemostatic clip, surgical implant mesh, surgicalmesth, surgical
drainage unit pleural cavityligatrure umbilicalpledget, suture,
surgicalguide, suture, surgical sustainment is considered to be the on
going resupply of materiel to forces deployed to meet mobilization or
contingencies for national emergency, and humanitarianactions. The
objectives are to develop new strategies utilizing advanced
manufacturing and inventory management techniques to imrove the ability
of the industrial base to respond to increased customer demands and to
effectively reduce the overall COST to the Government to ensure the
availability of, and access to, sufficieent qwantities of planned
defense items. DPSC is looking for coverage on the broadest possible
range of planned items; accurate, on-line, inventory visibility of that
range of items; optimal responsiveness to high-volume requirement ofr
each of thoseitems; and a minimum of up-frontpredelivery Government
expenditure. This announcement also seeks electornic solutions to
achieve a paperlesspurchasing, inventory management and distribution
kprocess for panned items in support of nationaldefense. The
sustainment program covers medical planned producer items and items
needed for Personnel support and Military-unique medical items needed
to support deployed troops. The program focuses on two Main areas:
Electornic Commerce and the concept paper itself. Electronic Commerce
improves the acquisition and distribution process and is aocmbination
of barcoding, universal product number (upn), and electornic data
interchange (EDI). EDI is the computer to computer or
computer-to-vantransmission of business date in ANSI X12 format. In
response to this Broad agency annuncement, concept papers submitted
will be individually evaluated based on the following criteria: 1)
sustainment capability. A planned producer'S capability to meet
Government'ssustainment requirement for the range of planneditems.
Manufacturers' ability to supply quantities to DOD which are in excess
of their normal production capability will be evaluated. Only those
firms which demonstrate capability to distribute large volumes
ofmedical/surgical items in a timely manner will beconsidered. 2)
financial commitment. Planned producers must demonstrate how
inventories will be managed to handle sustainment items. How Stock will
be rotated to ensure the dating of Commercial materiel will be within
the guidelines of commercially acceptable business practices. DOD is
prepared toivest to invest funds to procure Stock or components to
invest funds to procure Stock or components to be Hal Held and torated
at the planned producer'S facility to ensure timely delivery of
quantities sufficient toneet the services'sustainment needs. Planned
producers are required to MINIMIZE DOD'S financial commitment to
suppport incsreased inventory levels or contingencyarrangements. Those
sources Willing to make asignificant financial investment will be
considered more favorable than tose that require significant Government
assistance. 3) product range. Planned producers ability to cover a wide
range of planned items will be evaluated. 4) mangement/distribution
system. Manufacturers proposing innovative approaches in the areas of
stocking, asset visibility, ordering, and distribution will be
favorably considered. Upon upon receipt and evaluation of concept
papers, DPSC may decide to award contracts to those interested sources
who have submitted IDEAS which appear to be strategically advantageous
to DPSC. Planned producers are not ocmpeting against each other, but
rather are attempting to demonstrate that their proposedapprocah has
potential application to the DPSC coporate mission requirements. The
decision to award would be based on the technical merit of individual
concepts (I.E., viability compatibility with our strategicobjectives,
and value of expected benefits); sustainmentcapability; financial
commitment; product range; andmanagement/distributio system.. concept
papers may be submitted by interested source at any time whicle the
Broad agency announcement is ineffect. Duiring the effective period of
this BAA, respondents may submit more than one concept paper to
alternative concepts or additional planned items not previously
submitted for consideration. Please submit the first concept paper 60
calendar days from the date of this annoncement. Submit concept papers

papers will not be accepted. After assessing the merits of concept
papers received by the planned producers, participation will be
restricted to those fisrms who, after evaluation of concept papers, an
immediate opportunity to gain experience in one or more areas of the
overall program objective for purposes of enhancing maintaining, and
expanding the industrial base for mobilization or contingencypurposes.
Contracts may be negotiated with one of more sources capable of
providing product in sustainment level quantities used during
negotiations. A Long term stable business relationship with planned
producers is anticipated. Therefore, acontract with a base year and 9
option years would be proposed. Discussions concerning the technical
aspects of the proposed concepts will be strictly controlled to ensure
Government Personnel do not disclose information to any firm which
might help improve the technical quality of their submission or provide
specific details or technological approaches which have been submitted
by planned producers on the smae item(S). Contracts awarded to test
concepts proposed under this BAA will specify measureable program
objectives and contractor reporting requirements which will be used to
monitor progress and assess the probability of Long term success of
the business practices being applied. This BAA will remain open until
rescinded by DPSC. All discussions and inquires concerning this
