intends to negotiate only with Preston Scientific of Anaheim,
California for the following low speed data acquisition components: 512
each, amplifier w/triple output and variable gain option, Model 8300
AU; 512 each, programmable filter 4 pole vessel with 7 frequencies plus
wide band; 156 each internal adjustable millivott cal-mode card 365
each, voltage substitution cal relay; 200 each, manual bridge card; 228
each, signal conditioner power supply; 28 each, autobalance mode card
with AB cal mod; 1 each, 8300 AU rack w/master controller; 31 each,
8300 AU rack with slave controller; 1 lot, control cabling and analog
output to multiplexer cabling; 2 each, w/pad 16-3 AD converter, 16 bit;
32 each, PMX-2B buffered multiplexer, 16 channels; 13 each PDI-16 2/4
digital input card, 32-bit, TTL-level; 98 each, PDI 16/28 OS, 28 volt
digital input card, 16-bit; 12 each, PDC-32 digital counter card,
32-bit accumulating; 4 each, master chassis, 16 USER card slot; 9 each,
expansion chassis, 16 user card slot; 6 each, PIF-488 interface; 1
each, ditty module, user custom interface; 4 each, FIFO empty control,
P/N 201130-10: 8 each, equipment cabinet with circuit breaker panel,
exhaust fan panel, AC plug mounting space, 19'' x 73.5''. There is an
option to procure one (1) additional front-end system as described
above. The agency intends to negotiate on a non-competitive basis with
Preston Scientific based on system compatibility requirements under
the authority of 10 U.S.C. 2304(c)(1), supplies or services required
are available from only one source or a limited number of sources and
no other type of supplies or services will satisfy the agency
requirements. This procurement is being conducted under the NASA
MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy on April 16, 1993. Interested firms have fifteen
(15) days from the publication date of this synopsis to submit a
proposal to include: manufacturer's make and model number of their
proposed equipment, prices, business size, delivery schedule,
descriptive literature of the offered product, warranty, F.O.B. point,
and invoice terms. The proposals will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the fifteen (15) days or
without the required information will be considered nonresponsive to
the synopsis and will not be considered. A determination by the
Government not to compete this proposed contract, on a full and open
competitive basis, based upon responses to this notice, is solely
within the discretion of the Government. Oral communications are not

e-mail to gregory.fletcher@ ssc.nasa.gov is acceptable. No solicitation
document exists and requests for such a document will not be
considered. A firm fixed price MidRange contract will be awarded. This
notice constitutes a Request for Offer. See Numbered Note 22. An
ombudsman has been appointed to hear concerns from offerors, potential
offerors, and contractors during the preaward and postaward phases of
all NASA/SSC acquisitions. The purpose of the ombudsman is not to
diminish the authority of the contracting officer, or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation of proposals, the
source selection process, or the adjudication of formal contract
disputes. Interested parties are invited to call the installation

disagreements, and recommendations which cannot be resolved at the
installation may be referred to the NASA ombudsman, Tom Luedtke at
