99 -- SOURCES SOUGHT SYNOPSIS FOR THE REENGINEERING OF THE GSFC ON-LINE MANAGEMENT INFORMATION SYSTEM (THIS IS NOT REQUEST FOR PROPOSAL OR AN INVITATION FOR BID) POC Karen M. Smith, Contract Specialist, (301) 286-2384. The Goddard Space Flight Center (GSFC) is reengineering its Locator Information Services Tracking System (LISTS). This is an on-line management information system that stores and maintains general and personal data for civil service and contractor employees. The system currently houses 13,000 personnel records and 9,000 building and room locations. The system interfaces with 15 other GSFC systems, and is used for preview, planning, review, and management decision-making regarding personnel and institutional services. The system has the capability to provide on-line reporting for pre-programmed retrievals, standard reports, and custom-designed ad hoc query selections, and it provides the capability for the system administrator to maintain system tables. In addition, the system's capabilities include the following: identify occupants assigned to buildings and rooms, provide medical examination scheduling to include sending exam notices, provide industrial hygiene record keeping, provide for maintenance of mailing list names and countries, generate mailing labels, and it interfaces with the Security personnel system. Backup history and transaction files are also maintained by the system. As part of the reengineering, GSFC is looking at either modifying or replacing the existing system, and incorporating the following capabilities: ability to house a Security personnel system, scroll capability for both ad hoc on-line queries and update of records, order reports from ad hoc fields, menus that allow for easy maneuvering through the system, controlled levels of access, and access to the World Wide Web (WWW). GSFC is looking for sources who would be able to provide reengineering services in support of the Management Operations Directorate.
