appeared in 11April1996 issue of the CBD. Due to a clerical error,
advertisement title read ''Architect - Engineer Services for Final
''Decision'' of NOAA Consolidated Facility at Juneau, AK''. The correct
title is ''Architect - Engineer Services for final ''DESIGN'' of NOAA
Consolidated Facility at Juneau, Alaska.'' Rest of the advertisement
has not changed and reads as follows: NOAA requires a professional
Architect-Engineer, licensed to perform these services in the State of
Alaska, to provide all A-E and other services for final design and
development of plans and specifications for construction of a mixed
occupancy laboratory and office building to be located near Juneau,
Alaska. The A-E services include but are not limited to: architectural,
site planning, civil, structural, mechanical, electrical, fire
protection engineering, interior & laboratory design, seawater system
and telecommunications/information systems services associated with the
building design site development, and utility layout as well as
development of construction documents. Other services to be performed
under this contract include as a minimum, documentation of
archaeological resources for removal, possible acquisitition and real
estate relocation services associated with access right-of-way
development, including possible support of condemnation proceedings.
The successful contractor shall also be responsible for ensuring all
provisions of designs and necessary support documentation to secure
applicable approvals for sewage system and seawater system are
satisfactorily completed. Estimated Construction cost is over
$10,000,000, and the estimated period of performance is 360 calendar
days after contract award. SELECTION CRITERIA (in descending order of
importance): (1) specialized experience in the design of fisheries
research facilities, (2) capacity of the firm to accomplish the work
within the required time frame, including performance history and
current workload considerations, (3) professional qualifications of the
staff to be assigned to the project, including consultants and
subcontractors, (4) general proximity of the firm to the project area
and knowledge of the locality of the project, (5) demonstrated
knowledge of federal energy conservation programs and proven success in
achieving energy efficiency in facility design, prescribing the use of
recovered materials, and waste reduction and, (6) past performance on
previous federal government projects in terms of cost control and
quality control measures. Interested firms having the capabilities to
perform this work must submit their Standard Form 254, ''U.S.
Government Architect-Engineer Questionnaire'' and Standard Form 255,
''Architect-Engineer and Related Services Questionnaire'' for this
project no later than thirty (30) calendar days from the date of
publication of this notice. These forms must be submitted to Sharon
Kent at NOAA, WASC, Procurement Division, 7600 Sand Point way N.E., BIN
