Project scope covers the design for an addition to and remodel of Building 40 for the squadron operations including new storage, offices and maintenance areas with associated electrical and mechanical systems. New Administrative Operations and Training Facility of approximately 46,000 square feet. The scope of services includes preparation of alternative design approaches, design documents (specifications and drawings), cost estimates, economic studies and reports, construction inspection, material submittal reviews, and charge order processing for the design and construction of these facilities. Technical capabilities required but not limited to structural, architectural, mechanical, and electrical disciplines. Evaluation factors in order of importance area: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Four firms will be selected by a pre-selection board. These firms will be interviewed in person by the final selection board and will be evaluated on the above criteria. Construction cost range is between $5,000,000 and $10,000,000. This will be a firm fixed price contract with options for each phase. This is not a Request for Proposal. Responsible firms of all sizes are invited to submit Standard Form 254 and Standard Form 255 to the Contracting Office by COB on 22 May 1996. (106)
