a solicitation, F09603-95-R- 13032, for the acquisition of Programmed
Depot Maintenance (PDM) of C-130 Acft. The Mission Design Series (MDS)
will be C-130E, C-130H (S/N 73-1582 thru S/N 83-0486 and subsequent),
and United States Coast Guard (USCG) (HCH) S/N 72-2300 thru HCH
87-0156). 2. PDM involves receiving/handling, strip/repaint,
disassembly, comprehensive inspection, repair and modification, support
for functional test flights and processing for delivery of acft. The
emphasis is on primary airframe structure not accessible during field
level maintenance. A particularly important aspect of PDM is corrosion
control, including cleaning, corrosion, removal, treatment
repair/replacement of components and finishing. In addition,
unscheduled aircraft will be input under the Drop-In Maintenance (DIM)
provisions. 3. The acquisition will be full and open competition. The
resultant contract/contracts will be Firm Fixed Price. The place of
performance for a portion of the work will be restricted to the Pacific
Theater. Another portion of the work will be restricted to the
CONUS/Canada, and a portion (USAFE-generated acft) requires the place
of performance anywhere other than the Pacific Theater. The Pacific
Theater includes the following geographic areas: Japan, South Korea,
The Philippines, Singapore, Australia, New Zealand, Malaysia, Thailand,
Indonesia, and Hong Kong (until 1999). Offerors may propose any of the
requirements or any combination of the requirements. All businesses
requesting a copy of the solicitation will be furnished one. Firms
which have already requested a copy of this solicitation need not
request another copy. Cage codes MUST be included with the request,
along with the complete company address and point of contact. 4.Some
direct parts and material required for acft repair will be provided by
the Government. The remainder will be provided by the contractor. The
projected quantities of acft requiring performance in the Pacific
Theater are 2-8 acft each year. The Best Estimated Quantity (BEQ) for
PDM is FY97- 8 acft, FY98-6 acft, FY99-7 acft, FY00-7 acft, FY01-7
acft. The estimated number of DIM acft per year is 2 acft. The
projected quantities of acft requiring performance in the CONUS/Canada
are 23-42 acft each year. The BEQ for PDM is FY97-38 acft, FY98-35
acft, FY99-37 acft, FY00-38 acft, FY01-34 acft. The estimated number of
DIM acft per year is 10 acft. The projected quantities of
USAFE-generated acft requiring performance in other than the Pacific
Theater are 2-5 PDM acft per year. The BEQ for PDM acft are FY97-5
acft, FY98-4 acft, FY99-2 acft, FY00-5 acft, FY01-4 acft. The estimated
number of DIM acft per year is 2 acft. Flow time of 120 days will allow
for learning on the first 3 acft with production flow time to be
realized on the fourth and subsequent acft. 5. Some, but not all, of
the Minimum Mandatory Requirements (MMRs) are as follows: a. Enclosed
hangar space for the accomplishment of major component disassembly and
assembly, major structural repairs, alignment and symmetry, and wing
joint planarity checks for the highest number of aircraft in-work, plus
3 additional unscheduled depot level maintenance acft for the
CONUS/Canada requirement and 2 DIM acft for each requirement for the
PACAF and USAFE. b. Wash rack in the CONUS/Canada for
painting/depainting acft at a rate of 8/mo and/or 2/mo in the PACAF
and/or 2/mo in USAFE. c. Closed dedicated hangar in the CONUS/Canada
for painting/depainting acft at a rate of 8/mo and/or 2/mo in the PACAF
and/or 2/mo in the USAFE. A minimum of 7 ft clearance is required
between the acft and any obstruction. d. All hangars shall be free of
obstruction, such as vertical support beams and have a minimum height
of 40 ft and minimum width of 140 ft. e. Runway minimum length of 5,000
ft a min width of 150 ft. f. Capability to handle and dispose of all
hazardous waste. g. Inside space to segregate and control approximately
8,000 line items of property. h. Two full time engineers, for the life
of the contract, available on site, with a B.S. degree in
mechanical/aeronautical/aerospace engineering. 6. Facilities located at
Sacramento Air Logistic Center are availabe for contractor use. Point

above information is subject to change as requirement/procedures may
change prior to solicitation. 9. A formal RFP is expected to be issued
during the Mid-May 96 time frame. 10. Concerns who have already
requested a copy of the RFP need not request another copy. All requests
for copies of the RFP are still on file in LBKA. Other interested

should contact the buyer/PCO identified above for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contacting
officer, an Ombudsman has been appointed to hear serious concerns that
are not resolved through established channels. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate serious contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. When appropriate, potential offerors may contact

912-926-2604. Please be prepared to identify previous contacts made by
you in an attempt to resolve you concerns. This acquisition may/does
involve technology that has a military or space application. The only
US contractors who may participate are those that are certified and
registered with DLSC (1-800-352-3572) and have a legitimate business
purpose. US contractors must submit a copy of their current, approved
DD Form 2345 with their request for solicitation. To request this
certification, write to the Commander, Defense Logistics Services
Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017- 3084 and
request a copy of Department of Defense Form 2345 or call DLSC at the
above number. The solicitation/data package will be mailed to the data
custodian identified in block 3 of the DD Form 2345. The extent of
foreign participation has not yet been determined. MOU country sources
must contact the Contracting Officer within 15 calendar days of the
date of this synopsis notice to receive a copy of the solicitation at
the time it is initially issued. Issuance of the RFP will not be
delayed to review requests from MOU country sources received after 15
days or from non-MOU country sources. Nothing in this notice
contradicts other restrictions, identified in the synopsis notice or
solicitation, regarding eligible sources (e.g., if this is a
small-business set-aside, foreign sources may not participate as
potential prime contractors but could, if otherwise eligible,
