Engineering and Technical Services (CETS) in support of the P3, S3 and
C130 aircraft and associated equipment. The proposed procurement is
for 648 months of services as currently estimated by Naval Aviation
Engineering Service Unit (NAESU). The proposed effort will commence on
01 Jan 97 and will run through 31 Dec 98. This effort will be covered
by a new contract and/or a provisional extension to the existing
contract. This period covers the Government's minimum needs for this
period. The solicitation will contain specification for Contractor
Field Service representatives. The place of performance is various
Fleet and Shore Activities which are specified in the solicitation. The
eventual contract action is for services which the Government intends
to solicit and negotiate with the Lockheed Aeronautical System Support
Company under the authority of FAR 6-302.1. Lockheed is the only
supplier of these services at this time. This firm is the Original
Equipment Manufacturer and the only known source with the required
technical and engineering expertise, ''in-plant'' support, and
requisite data base to perform the required services. This notice of
intent is not a request for competitive proposals. Interested parties
may identify their interests and technical capability to respond to
this requirement. Interested parties who contend they are technically
qualified should submit, within forty-five (45) days from the
publication of this notice, specific factual data, including but not
limited to: technical resumes, corporate management experience, and
other pertinent information as so desired, to be used as an evaluation
basis to determine competence to successfully perform the required
services. All technical proposals received within the forty-five (45)
days notice will be considered by the Government. The Government
reserves the right not to open this requirement to competition based
upon technical responses to this notice. Technical responses and
requests received as a result of this notice of intent will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. The Government will not pay for information
