The Southwest Division, Naval Facilities Engineering Command, San Diego, California intend to issue a competitive Request for Proposal (RFP) for Professional and Technical Support Services to be awarded under a Time and Materials, Indefinite Quantity Type Contract with Firm Fixed-Price Delivery Orders to support the development and implementation of the Navy Environmental Leadership Program (NELP) at Naval Air Station (NAS) North Island, Coronado, California. The NELP initiative is to demonstrate innovative cleanup technologies, pollution prevention technologies, hazardous waste minimization technologies and innovative methods to achieve environmental compliance and to accelerate cleanups, export cost effective technologies to other Naval facilities, and establish partnerships with the community and the regulatory agencies. The contractor must have a demonstrated ability to perform task assignments in support of these areas and shall maintain the capability to perform on a short reaction time basis. Delivery schedules will be stated in each order. The initial period of performance will be one year with two (2) one-year options. There is a requirement for the prime contractor's office to be located within a sixty mile (60) radius of NAS North Island which is located in Coronado, California. This procurement is unrestricted and is estimated to be issued on or about May 6, 1996. All responsible sources may submit a proposal which shall be considered by the agency.
