synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued. Solicitation IFB No. 645-05-96 for the procurement
of pickup/removal/disposal of infectious-biohazardous/chemotherapeutic
waste for three (3) Department of Veterans Affairs Pittsburgh, PA
Medical Centers is issued as an invitation to bid (IFB). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 37. The SIC Code 4953
applies to this procurement. The small business size standard is $6.0
M. Requirements state Contractor shall provide red bags for 2 locations
(UD and ASP), boxes and tape for all 3 locations (UD, ASP, and HD), and
all that is necessary to provide the services in compliance with all
applicable federal, state, county, city, and local laws and rules
governing regulations for the pickup/transport/disposal of
infectious-biohazardous/chemotherapeutic waste. Contractor shall
complete all manifests required in the performance of this contract.
Training for the proper packaging and storage of waste at the medical
centers is also required. Contract period is for four (4) months, June
1, 1996 thru September 30, 1996 with an additional one-year Option to
Renew by the government. Scheduled pickup days shall include holidays.
Base bid items with estimated amount generated by each medical center
location and required schedule for pickups are: (1) Medical Center
#645, 7180 Highland Drive, Pittsburgh, PA 15206 approximately 800 lbs.
waste generated per week (3,200/month) with pickup required every
Monday at Building 1, Room 0113NE between the hours of 7:00 AM - 10:00
AM; (2) Medical Center #646, University Drive, Pittsburgh, PA 15240
approximately 1,375 lbs. waste generated per week (5,500/month) with
pickup required every Monday, Wednesday and Friday at the loading dock
of Building 1 between 9:00 AM - 2:30 PM; (3) Aspinwall Division,
Delafield Road, Pittsburgh, PA 15215 approximately 75 lbs. waste
generated per week (300/month) with pickup required every Friday at the
loading dock in the rear of Building 51 between 9:00 AM - 2:30 PM.
Projected requirements for Option year are the same estimated lbs. of
waste generated weekly for each item as identified in Base Bid. Wages
must be in compliance with Wage Determination No. 94-2451 (Rev. 2,

Responsibilities. Bids may be submitted on letterhead stationary and
must contain the following information: (1) Solicitation Number (IFB
645-05-96); (2) Time specified for receipt of bid (04/25/96 at 3:00
pm); (3) Name, address, telephone and fax number; (4) Description of
services being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation with various licenses required to
provide service and approved PADER contingency plans regarding spills;
(5) A unit price and total price for the both the Base Bid of 5 months
and the Option Year of 12 months along with a total summary bid of all
3 items for the Base Bid and Option Year; (6) Remit to address; (7)
Completed copy of the Representations and Certifications at FAR
52.212-3 and FAR 52.223-8; (8) Acknowledgment of Solicitation
Amendments; (9) Statement specifying the extend of agreement with all
of the terms, conditions, and provisions included in the solicitation.
Offeror's agreement to hold the prices in the offer firm for 30
calendar days from the date specified for the receipt of offers. The
Government will award a contract resulting form this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be the most advantageous to the government, price and other factors
considered. Bids with metric dimensions will be considered on an equal
basis with those using inch-pound units, providing they fall within
the tolerances specified using conversion tables contained in the
latest revision of Federal Standard No. 376, and all other requirements
of this document are met. The Government will evaluate offers for award
purposes by adding the total price for all options to the total price
for the basic requirement. The government may determine that an offer
is unacceptable if the option prices are significantly unbalanced.
Evaluation of Option shall not obligate the government to exercise the
option. Bids are due in the Dept. of Veterans Affairs Medical Center
Contracting Office (90A), 7180 Highland Drive, Pittsburgh, PA 15206 on
5/42/96 for public opening at 3:00 PM. Bids received after date
