Pursuant to the Federal Acquisition Streamlining Act of 1994, Chapter 931 of Title 10, United States Code, as amended by section 3022, and further amending by adding at the end of the new section 9513 ``Use of military installations by Civil Reserve Air Fleet Contractors'', the Secretary of the Air Force, on behalf of the other services and the U.S. Government, may enter into contracts with Civil Reserve Air Fleet (CRAF) air carriers to allow them access to a designated military installation as a weather alternate, as a technical stop not involving the enplaning or deplaning of passengers or cargo, or, in the case of an installation within U.S., for other commercial purposes. Only CRAF air carriers are eligible to participate in the Commercial Access to Military Installations (CAMI) program. The air carrier that elects to participate must respond to the solicitation which may result in a CRAF CAMI contract for a long-term increase to the air carrier's minimum CRAF commitment, beyond that required in the annual International Airlift Services Contract and other programs, such as the CRAF Enhancement Program and GSA City Pair Program. The additional CRAF commitment is required for all stages of the CRAF (stages II and III only for aeromedical aircraft). In consideration for an increase in CRAF commitment, i.e., aircraft equal to at least a minimum of four percent of the air carrier's fleet for each requested installation, the air carrier will receive the right to negotiate with the particular Military Department(s) for commercial access to their military installations(s). The air carrier shall identify those military installations, with which it desires to negotiate for commercial access, and the scope of it's proposed operations. The term of the CRAF CAMI contract will be determined by the length on any Real Property Instrument(s) negotiated with the Military Department(s). Air carriers may not sell or barter to any other carrier or entity the right to negotiate for a selected military installation. After the award of a CRAF CAMI contract, the air carrier may be entitled to additional Mobilization Value Points (MVPs) effective on the next recalculation of the MVPs under the annual International Airlift Services contract, as a result of the increase to the CRAF minimum commitment, is transferable.
