Z -- 2-STEP PROCUREMENT - MAINTENANCE, REPAIR, OR ALTERATION OF REAL PROPERTY - CONSTRUCTION AT CRAB ORCHARD NATIONAL WILDLIFE REFUGE NEAR CARTERVILLE, ILLINOIS SOL FWS3-96-IFB-12 DUE 060796 POC Susan F. Kozarek, Contracting Officer This procurement will be conducted in accordance with procedures set forth in FAR 14.5--two-step sealed bidding. The procurement will be conducted at the Crab Orchard National Wildlife Refuge located near Carterville, Illinois. Part one will consist of the preparation of a technical proposal to furnish on-site, in-place soil and water remediation at Images Marine, and Little Grassy Campground. Part 2 will consist of providing all labor, tools, equipment, materials, technology, utilities, communications, transportation, reports, coordination, superintendence, submission of applications, requests for permits, to perform insitu soil and water remediation of listed sites in accordance with accepted proposal. STEP 1 of process will consist of the request for and the submission of unpriced technical proposals to be completed by June 7, 1996. The following criteria in relative order of importance will be used in the evaluation of technical proposal. (1) Technology and Concept Plan - to achieve complete and satisfactory conclusion of proposed project. (2) Experience and Comprehension of Problem - indication that contractor recognizes all aspects of the problem and understands what must be accomplished in cleaning up the site to IEPA standards within two years after award of contract. (3) Level of effort - total elapsed time including breakdown of the number of hours of engineering, technical assistance and quality of personnel to be assigned. (4) Background - capability to perform tasks for which bid is submitted including knowledge, experience and performance of the contractor in field of activity required in performance of requirements of solicitation, including Reporting, Performance and Impact upon Government-owned, Contractor-operated facility. In STEP 2 of thisprocurement, only proposals based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award and each bid price in the second step must be based on the bidder's own technical proposal.
