The Decoy Flares will beprocured on a sole-source basis from Alliant Techsystems, Kilgore Operations, Toon, TN. A verbal requestfor Quote will be made only to Alliant Techsystems because Alliant's Aerodynamic Decoy Flares were testedin October 1995 by Government evaluators and determined to be the most effective when used in combinationwith the Spectrally Balanced Decoy Flares manufactured by Thiokol, and the decoy manufactured by Alliant isproprietary to Alliant. Note 22 applies. This will be a Firm Fixed Price Purchase Order. A formal RFQ willnot be prepared; rather, a verbal quote will be solicited from Alliant under Simplified AcquisitionProcedures.
