Acquisition of Improved Mobile Subscriber Equipment (IMSE) Systems for Foreign Military Sales (FMS) includes production hardware, initial spares, fielding, training and warranty. The origninal MSE System was procured, on a full and open competition basis, using a Non-Developmental Item (NDI) Acquisition approach in which GTE Government Systems Corp., Taunton, MA the prime contractor, had total system integration responsibility. GTE was also the manufacturer for major switching equipment which established the heart of the MSE System. Since the Government does not own specifications and drawings to permit full and open competition, and due to the specialized knowledge, experience and facilities required, a noncompetitive negotiation is proposed with GTE. However, all responsible sources may submit a proposal which shall be considered by the agency. (0109)
