COMMERCE BUSINESS DAILY ISSUE OF APRIL 22,1996 PSA#1578Supply Operations, Purchase Branch, Box 500, Code 244, Bldg 87/2, Naval
Submarine Support Facility New London, Groton, CT 06349-5000 70 -- DESKTOP NETWORK TO STORE HISTORICAL INFORMATION Due 051796,
contact: Thomas J. Ott, Procurement Analyst (860) 449-4251 or Michael
J. Konon, Contracting Officer, Phone (860) 449-2926 or Fax (860)
449-2840. The Naval Submarine Support Facility New London desires
response from industry to identify alternative methods/systems to
electronically catalog the existing collection and future acquisitions
of books, magazines, documents, blueprints, photographs, motion
pictures and video clips at the U.S. Navy Submarine Force Library and
Museum into a database which will store, cross reference, update and
print any and all portions of database and display database information
for library visitors through a network of desktop workstations to be
installed in the library building at Groton, Connecticut. The library's
current collection is estimated to be five thousand books, fifteen
hundred magazines, one thousand linear feet of documents, eight
thousand blueprints, fifty thousand photographs, four hundred motion
pictures and two hundred video clips. All proposed systems shall
include all hardware, software, training materials and on-site training
of government employees to allow the library staff to load selected
information currently on a variety of media to the database. The system
shall allow extreme ease of access to the information through desktop
workstations using simplified search, scan, retrieve and print
functions. The Navy anticipates that a majority of potential system
users will have minimal knowledge of computers; therefore the library
requires all hardware and software to be highly user friendly. The
library currently envisions a system of five (5) desktop units
consisting of: one (1) system administrator workstation, two (2)
library staff workstations two (2) workstations for public access. Any
proposed system must allow for expansion to a level of at least one
and half times the number of records listed above and at least twice
the number of workstations. System software shall allow: data input
through document scanners, image and data manipulation, cataloging,
indexing, search, retrieval and include security features to prevent
unauthorized alteration of the database. The Navy requires a mandatory
on-site visit for all sources submitting a proposal. All responsible
sources may submit a proposal to the agency for consideration. Deadline
for industry submission is 17 May 1996. All responses will be
considered. A competitive procurement is planned for May/June 1996.
