513-257-3926. Wright-Patterson Air Force Base (WPAFB) intends to
utilize a Requirements Type Contract to purchase, install, repair and
replace basewide floor covering. Provide all materials, labor,
equipment and transportation necessary to install underlayment,
resilient flooring, wall base, carpet and carpet tiles. The work shall
be accomplished in various facilities on WPAFB OH. Materials shall be
delivered within 24 hours after receipt of delivery order to the
location on the Just-In-Time (JIT) delivery date and the materials
shall not be stored at installation areas. After issuance of the
delivery order, and prior to the purchase of the supplies, a visit
shall be made to the premises to become thoroughly familiar with all
details of the work and working conditions, and to check and verify all
dimensions. The contractor shall be able to install carpeting using a
hand controlled vertical lifing system. The furniture lift system shall
be capable of: 1) Lifting systems furniture without disassembly of the
furniture or damage to the furniture and its components. 2) Lifting
systems furniture without disconnecting power, communications or
computer lines. 3) The manufacturer of the furniture lifing system
shall provide a training program for the contractor and an on-going
training program/support system giving the contractor access to new
tools and techniques as new and or different types of systems furniture
are encountered. 4) The furniture lifting systems must be an excepted
method of lifting systems furniture by one or more major carpet tile
manufacturers. (A Qualification Statement shall be required showing
compliance with the furniture lift system requirements in the Statement
of Work.) Contractor responsibilities - the contractor shall: 1)
provide a Contractor Representative for the effective period of the
contractor; 2) have a staff including at least two fully qualified
crews to work at Wright-Patterson AFB; 3) have the capability and
experience required to purchase various brands and types of flooring.
An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
