PREPARATION INSTRUCTIONS: (1) General Instructions: Potential Offerors
should apply the restrictive notice prescribed in the provision at FAR
52.215-12, Restriction on Disclosure and Use of Data, to trade secrets
or privileged commercial and financial information contained in their
proposals. Technical/Management and cost proposals, submitted in
separate volumes, are required and shall be valid for a minimum of 90
days. Proposals must reference the above PRDA number. Proposals shall
be submitted in an original (clearly identified as such) and five
copies. All responsible sources may submit a proposal (with the
exception cited in B(3) above) which shall be considered against the
criteria set forth herein. Offerors are advised that only Contracting
Officers are legally authorized to contractually bind or otherwise
commit the government. (2) Technical/Management Proposal: The
technical/management proposal shall include a discussion of the nature
and scope of the research, the technical approach, and associated
challenges and risks. Additional information on prior work in relevant
areas, to include most recent 5 relevant contracts regardless of
outcome, descriptions and availability of proposed equipment, data,
facilities, and technical skills mix (including resumes of key
personnel who will be participating in this effort). Offerors must also
identify the nature and extent of work to be subcontracted, if any.
Specifically, the technical/management proposal shall include (a) a
Statement of Work (SOW) detailing the technical tasks to be
accomplished under the proposed effort and suitable for contract
incorporation, (b) an Integrated Management Plan (IMP) to define how
the SOW will be implemented under the proposed effort (reference
instructions in the Offerors Library). The IMP should be less than 10
pages, addressing events, significant accomplishments, and
accomplishment criteria, and including a systems engineering narrative)
and suitable for contract incorporation, (c) a set of prevention
options that should be available to theater commanders and national
command authorities, (d) possible methods of implementing prevention
options, (e) technical, tactical, and political limitations of
prevention options, (f) proposed protection options ranging from
non-material techniques to major retrofit of user equipment, (f)
technical and tactical limitations of protection options, (g)
implications of prevention techniques on protection requirements and
vice-versa, and (h) technologies and techniques that the contractor
expects to clarify over the course of the study. (3) Cost Proposal:
Since adequate price competition is expected, the cost information will
not be considered cost or pricing data and thus certification is not
required in accordance with FAR 15.804-4. In accordance with FAR
15.804-5 and 15.805- 6, information other than cost or pricing data is
required to support price reasonableness or cost realism. Such
information shall be submitted using SF 1448. Information submitted on
the SF 1488 shall be prepared following the instructions in FAR
15.804-6, Table 15-3. The government will perform an analysis to ensure
the proposed prices are reasonable. If after receipt of proposals the
Contracting Officer determines that there is insufficient information
available to determine price reasonableness and none of the exceptions
in FAR 15.804-3 apply, the Offeror shall be required to submit cost or
pricing data. The cost proposal shall be submitted with supporting
schedules, and shall contain a person-hour breakdown by task. (4) Page
Limitations: There are no page limits for the technical/management and
cost proposals, but a goal of 100 pages (12 pitch or larger type),
double-spaced, single-sided, 8.5 by 11 inches, is suggested. Classified
portions of the proposal shall be submitted in a separate annex. (5)
Preparation Cost: This announcement does not commit the Government to
pay for any response preparation cost. The cost of preparing proposals
in response to this PRDA is not considered an allowable direct charge
to any resulting NAVWAR contract or any other contract. However, it
may be an allowable expense to the normal bid and proposal indirect
cost specified in FAR 31.205-18. E--BASIS FOR AWARD: The selection of
one or more sources for award will be based on an evaluation of an
offerors response (both technical/management and cost aspects) to
determine the overall merit of the proposal in response to the
announcement. The government may request offerors to present oral
presentations after receipt of proposals. The technical/management
aspect, which is ranked as the first order of priority, will be
evaluated based on the following criteria which are of equal
importance: (a) Breadth of Experience: The number of relevant areas in
which the offeror has expertise. Relevant experience includes, but may
not be limited to: GPS in general, aircraft integration and the
integration of GPS into aircraft, ship and ground vehicles, GPS
receiver design and manufacture, satellite development and operations
(in particular, knowledge in satellite operations at the Consolidated
Space Operations Center), tactical systems, battle plan management,
software development, production capability, logistics support,
electronic warfare to include Electronic Counter Measures (ECM) and
Electronic Counter-Counter Measures (ECCM), prevention, the development
of operations and tactics, Differential GPS, National/International
AirSpace requirements, Inertial Navigation Systems, Pseudolite
technology. (b) Depth of Experience: The extensiveness of the offerors
experience (number of programs, number of facets of the technology,
number of types of experience (i.e. study, demonstration, development,
production, modification) in each of those areas. (c) Analysis of the
Problem: Evidence that the offeror understands the complexities,
risks, and interrelationships inherent in the process of modifying the
GPS system architecture to meet evolving NAVWAR requirements. (d)
Soundness of Study Plan: The validity of the offerors approach to
Systems Engineering. The completeness of the SOW and the IMP, the
likelihood that the SOW and IMP will result in the offeror meeting the
study objectives. The availability and assignment of relevant
resources with the right skills mix. (e) Past Perfomance: Past and
present perfomance, although not an evaluation factor, will be a
general consideration and is ranked equal with the technical/management
criteria listed above. Cost, while ranked as the second order of
priority, is a significant factor in the award decision, and will be
evaluated for realism, reasonableness, and completeness. The
technical/management and cost information will be evaluated at the same
time. The government reserves the right to award to a Small Business
(SB), Small Disadvantaged Business (SDB), or to Historically Black
Colleges and Universities (HBCU)/Minority Institutions of Higher
Learning (MI), if after evaluations, the capability to perform is
determined. If proposals are received of equal caliber, preference will
be given to SB, SDB, and/or HBCU/MI. Offerors are advised that
employees of the Aerospace Corporation, ARINC, PRC, and AMCOMP may
assist the Government, as advisors, in performing technical evaluations
of proposals submitted under this announcement. These advisors will be
authorized access to only those portions of the proposal data and
discussions that are necessary to enable them to provide specific
technical advice on specialized matters, or on particular problems.
Advisors will be expressly prohibited from participating in any cost or
pricing evaluations/negotiations, nor will they be allowed access to
such data. The resulting contract(s) will incorporate a special
contract requirement to allow these advisors to review, evaluate and
analyze documents generated during contract performance. Potential
offerors having objections to non-government personnel evaluating their
proposals and/or documents generated during contract performance should
contact the Contracting Officer prior to submitting their proposals. In
order to facilitate subcontracting/teaming arrangements, a current list
of prospective offerors, will be available on the World Wide Web and if
requested in writing, will be mailed. This list will be updated on the
World Wide Web until the proposal receipt date of 6 Jun 96. F--POINTS
