Army CECOM Acquisition Center is issuing a Broad agency Announcement
(BAA) requesting proposals in support of high performance and ultrasafe
lithium-ion rechargeable batteries. The program needs superior, safe,
and cost effective rechargeable batteries to provide power to a wide
range of man-portable electronics equipment which is capable of
operating safely in a military environment. This BAA will be issued
under the provision of FAR 6.102 (d)(2) which provides for competitive
selection of basic research proposal. A cost plus fixed fee type
contract is anticipated. Pending approval of funding, a total of
approximately $900 thousand for a period of 14 - 16 months may be
available for funding one or multiple efforts in order to accomplish
this program. No award can be made without a proposal to perform the
specific effort within an estimated cost and time framework. CECOM will
evaluate proposals and make contract award within a reasonable period
of time. Such invitation does not assume subsequent contract award.
Proposal will be selected through a technical/scientific/price business
decision process. This BAA will be issued on or about 15 days from date
of this notice on the Electronic Bulletin Board. The U.S. Army
Communications Electronics Command (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFPs) and Invitations for Bids (IFBs) from
Government to Industry. All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
the CECOM EBB system. To become a user of the EBB, you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. A user's identification code and password will be issued
upon request along with instructions for downloading the EBB User's
Manual. All requests must include (1) company name, (2) point(s) of
contact name(s) and title(s), (3) return address(es) and (4) telephone

Contractors may request aperture cards and notice of revision(s) via
EBB, e-mail, or by written request to the Contracting Officer at the
