NASA Langley Research Center, Hampton, Virginia, has an on-going
program in research and technology development of supersonic combustion
ramjets (scramjets). NASA is conducting a sources sought synopsis to
identify contractors that offer (1) the availability of ground test
facilities capable of simulating flight conditions from Mach 6 to 15+,
(2) a research staff with the technical skills to operate the test
facilities, acquire appropriate data, and analyze and interpret the
test results, and (3) programmatic support to direct and focus the
research toward an achievable and realistic goal. NASA's requirement to
continue to augment and support this program are for: (1) The operation
and modification of government owned test facilities and supporting
infrastructure to achieve the desired test conditions, measurement
quality, and data analyses. The test facilities include the HYPULSE
shock-expansion tunnel, which is capable of delivering test gas flows
simulating atmospheric flight between Mach 7 and 20, combustion heated
and ceramic heated blow-down facilities capable of delivering test gas
flows for direct-connect testing at conditions simulating flight Mach
4 to 10, and small scale facilities for the calibration and refinement
of measurement systems. The Government presently furnishes specialized
test apparatus and test equipment to the contractor for conducting the
research. A decision will be made regarding the furnishing of specific
Government test equipment consistent with FAR Part 45. (2) The
application of state-of-the-art measurement systems to pulse facilities
testing of scramjet components. Such measurement systems include laser
based diagnostics to assess scramjet performance. (3) The design and
fabrication of test hardware related to scramjet model components and
facility operation. In order to satisfy the above requirements,
contractors with technical competence and expertise in the experimental
methods and operation of pulse facilities, combustion heated
direct-connect test facilities, and associated systems are sought.
Specific skills required include the safe handling of high pressure
gaseous systems of hydrogen, oxygen, nitrogen, and helium, application
of principles of aerothermodynamics, thermochemistry and combustion
processes to the operation of and scramjet testing in shock-expansion
tunnel (pulse) and combustion heated blow-down facilities, and the
application of electro-optical based measurement systems to acquire
data in tests of scramjet flow paths. Additional capabilities and
skills are required in the mechanical design of scramjet models and
components and in facility modifications. The performance of certain
requirements may be classified SECRET. Interested offerors having the
required specialized capabilities to meet the above requirements should
submit a capability statement indicating their ability to perform all
aspects of the requirements stated herein. Offerors shall include an
identification of equipment which they will furnish to perform the work
and address any equipment which they expect the Government to provide.
The SIC code for the contemplated work is 8731 and a small business is
one with no more than 1,000 employees. This synopsis is for information
and planning purposes and does not indicate a commitment by the
Government nor that the government will pay for information solicited.
Respondendents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resulting
solicitation for the requirement. Firms responding should indicate
whether they are a socially or economically disadvantaged business
firm, a small business, an 8(a), and/or a women-owned business concern.
The Government reserves the right to consider a small business or 8(a)
set aside based on the responses hereto. All responses should be
submitted to the NASA Langley Research Center, Industry Assistance
Office, Mail Stop 144, Hampton, VA 23681-0001, within 14 days from the
