The United States Department of the Interior, Minerals Management
Service (MMS), plans to issue a request for proposals (RFP) to conduct
a study entitled ``Socioeconomic Baseline and Projections for Selected
Panhandle Communities.'' The study will establish a baseline
socioeconomic description of Panama City, Pensacola, and the Ft.
Walton/Destin areas of Florida, and develop a model for the projection
of possible socioeconomic effects of any limited onshore support
activities if offshore oil/gas exploration and/or development ensue in
the Eastern Gulf of Mexico. Projection models will be
spreadsheet-based and devoid of proprietary components. Models must
have a straightforward, well-documented design allowing users to change
impact parameters such as number of boat trips or helicopter flights
(etc.), as well as much components as economic multipliers. Models must
include basic impact categories such as employment, in-migration,
public service, and port infrastructural demands. Tourism or fishing
may be added if warranted by baseline data. The contractor will develop
three support-base scenarios, one for each of the above specified
geographical area. The RFP is expected to be issued no later than
