Architectural/Engineering (A/E) Services, replacement of existing
masonry facade and curtain wall restoration at the James A. Byrne
Federal Courthouse and William J. Green Federal Building Complex,
Philadelphia, Pennsylvania. The General Services Administration (GSA)
announces an opportunity for design excellence in Architecture and
Structural Engineering. Design services are required for the
replacement of the existing masonry facade, curtain wall restoration
and roof replacement for the James A. Byrne Federal Courthouse and the
William J. Green Federal Building, Philadelphia, PA. The facility is
a 23 story high rise court towe multiple roofing levels, adjoined by an
11 story federal office building. The design will require maintaining
the existing U.S. Court, GSA operations, and that of other tenant
agencies, without disruption to normal working hours. The estimated
construction cost ranges between $20M and $25M with a construction
duration of 720 days. The design will include the removal of the Byrne
Courthouse's existing exterior brick wythe of the cavity wall,
remedial repairs to, and stabilization of the concrete block back-up
wythe. Replacement of all associated flashings, installation of new
brick masonry, and prefabricated brick masonry panels, or other
appropriate materials/methods as approved by GSA is also included. The
design shall also include modifications to both the Byrne Courthouse
and the Green Building existing glass curtain wall system, to permit
proper interface of the exterior brick wall and curtain wall system.
The existing curtain wall shall also be retrofitted with new glazing
gaskets and new operable hardware. The existing roofing systems
(multiple roofing levels) shall be fully removed and replaced,
including existing flashing systems. The design shall address the
problems and deficiencies cited in the report REMEDIAL INVESTIGATION OF
THE EXTERIOR BRICKWORK AT THE JAMES A. BYRNE U.S. COURTHOUSE, including
a video (available upon request) as a minimum. The resulting design
shall provide a comprehensive, long-term solution, with little, or no
change to the appearance of the facility, (building is located in the
Independence Mall Historic District). The designer may review the
referenced report for project background information, but shall be
required to perform an independent survey to verify existing building
conditions. A Pre-Submittal Conference will be held on May 02, 1996,
9:00 a.m. at the Wanamaker Bldg., Rm 854, to review the A/E
qualification criteria and proposal requirements. The scope of the A/E
services under this proposed Firm-Fixed may include, but is not
limited to the following: pre-design, survey of the existing
conditions, studies, presentations for client, and historic
preservation agencies, (as required), energy conservation analysis,
complete architectural and structural engineering design, preparation
of specifications, and CADD drawings for construction, Value
Engineering, Cost Estimating, Post Construction Contract Services
(PCCS), Record Drawings, Construction Phase A/E Inspection Services,
and other related services. The design shall be in metric units.The A/E
selection will be completed in two stages as follows: STAGE I: The
first stage will establish the Architectural and Structural Engineering
design capabilities of the A/E Design Firm. The architectural, and
structural engineering (restoration) is the main portion of the total
scope of work, and it is essential that the ''A/E Design Firm'' include
the primary team of Architects, Structural Engineers, and Renovation
Consultants (as required), that will have the primary responsibility to
conceive the design concepts, and methods of accomplishing them. In the
first stage, a short list, minimum of three (3) A/E Design Firms will
be selected for the project. The short list will be based upon the A/E
Design Firm's submittals in response to this Request for
Qualifications (RFQ). The A/E Design Firm will produce evidence of its
capabilities to deliver Design Excellence in Architectural and
Structural Engineering and will express its design approach and
methodology. Qualifications submitted by each firm, including Standard
Forms 254 and 255, will be reviewed and evaluated based on the
following criteria, in descending order of importance: 1. Past
Performance on Design: The A/E Firm shall submit 8'' x 10'' graphic
media (maximum of three per subject) and a typewritten description
(maximum of one per project) of projects completed within the past ten
(10) years. All the projects shall demonstrate architectural and
structural renovations to exterior facades of similar size and
complexity. The narrative shall address the design approach, and
salient features for each project (include tangible evidence where
possible, i.e. certificates, awards, peer recognition, etc.,
demonstrating design excellence) and discuss how the client's
requirements were satisfied by the design. 2. Methodology and Design:
The lead designer must submit a maximum of two (2) typewritten pages
for each architectural and structural engineering discipline. The
statement will address the over all design methodology and approach to
the challenge of restoration of deteriorated facades, and parameters
which may specifically apply to the restoration of this facility's
conceptual solutions. 3. Lead Designer (Ar Renovation/Restoration)
Portfolios: Submit type written description (maximum of one page per
project) of two (2) designs completed within the past 10 years
attributed to each lead designer. Narratives shall include a discussion
of design challenges, resolutions, and 8'' x 10'' graphic media
(maximum of three per project). 3. Lead Designer (Architectural,
Structural Engineering Architectural Renovation/Restoration)
Portfolios: Submit type written description (maximum of one page per
project) of two (2) designs completed within the past 10 years
attributed to each lead designer. Narratives shall include a discussion
of design challenges, resolutions, and 8'' x 10'' graphic media
(maximum of three per project). 4. Lead Designer (Architectural,
Structural Engineering Architectural Renovation/Restoration) Profiles:
Submit a biographical profile including education, professional
experience, and recognition for design efforts for similar projects.
Identify and describe areas of responsibility. STAGE II In this stage,
the entire project team, including the A/E Design Firms selected in
the first stage, its designated lead designers, and all the consultants
who will work on the project will be evaluated. The A/E Design Firms
will resubmit SF 254 AND 255's which reflect the entire project team.
The Government will list the evaluation criteria for Stage II, and the
date these submittals are due in the Stage I short list announcement,
to be published in the CBD. Sufficient time will be provided for the
A/E Design Firms to establish the project teams. This is a Nationwide
Solicitation. The A/E Design Firm MUST have, or MUST ESTABLISH within
30 days after the award of the contract, an active production office
within the boundaries of the Greater Metropolitan Philadelphia Area.
Firms meeting the criteria with the capability to perform the services
described herein are invited to respond by submitting Stage I
qualification materials identified by solicitation GS-03P-96-CDC-0029

Waltrich, Contracting Officer This is NOT a Request for Proposal. This
procurement is being issued on an unrestricted basis (full and open
competition). However, if the selected A/E is a large business concern,
a subcontracting plan must be provided and approved prior to award,
addressing the participation of small, small disad small business firms
as subconsultants. GSA contract requirements for project submission
require an electronic submission readable by our AutoCAD release 12
software. Such acceptable formats include : .dwg AutoCAD release 12,
AutoCAD/LT, AutoSketch for windows, .dxf (Drawing exchange format),
.iges The electronic submission should be on a 3.5 inch High Density
diskette. Files may be compressed using PKWAREv2.04g compression
software only. All diskettes must be scanned for viruses. A hardcopy
listing all filenames on diskettes must be included. Electronic
submissions via FTP server, Electronic Bulletin Board (BBS), or QIC
tape must be approved by GSA as an alternative to diskette. Selected
firms must request the GSA Drawing Guidelines for CADD requirements
within 30 days of award. All drawing files must comply with Guidelines.
Other acceptable formats also include: Microsoft Word 6.0 for all
written documents; and Microsoft Excel, Version 5.0 for all estimates.
The above referenced submission shall be submitted on 3.50''
double-sided high density floppy disks. Firms having the capabilities
to perform the services described in this announcement are invited to
respond by submitting completed SF254s for the A/E Design firm which
must be dated not more than twelve (12) months before the date of the
synopsis, and SF255 for the A/E Design firm to, the General Services
Administration, The Wanamaker Bldg., 100 Penn Square E. Room 808,
