Lackland Air Force Base, Texas has identified a deficit in its military
family housing. The Air Education and Training Command (AETC) proposes
to enter into a limited partnership agreement with private industry to
design, construct, manage, operate and maintain a housing community on
Government-owned land. These lands will be out-leased at a fair market
value. There are two plots of land available consisting of
approximately 66 undeveloped acres and 30 acres with existing housing
units which will be replaced as a part of this project. The preferred
density for the new development is 4 units per acre and construction
should start on the undeveloped acreage. There is a requirement to
demolish up to 272 units on the 30 acre parcel. Lackland AFB also has
one-time equity capital to invest. The magnitude of the construction
portion is between $25,000,000 and $100,000,000. AETC has determined to
prequalify offerors in accordance with the following criteria: (1)
submit information on similar projects in type and magnitude (150-350
housing units) completed within the last ten years; (2) detail the
business arrangement for these projects by identifying type,
partners/joint ventures, points of contact, telephone numbers, etc.,
(3) detail the financial arrangements of the development to include
identifying all sources of revenue and the mitigation of interim
financing, (4) identify any unique problem areas and their resolution,
(5) provide a balance sheet and income statements for the current
fiscal year and the two preceding fiscal years, (6) provide a business
base and forecast showing existing contracts and outstanding offers,
including those under negotiation, (7) provide current cash flow
statements and cash flow statements for the preceding two fiscal years,
(8) proved significant ratios such as liquid assets to current assets,
liquid assets to current liabilities, current assets to current
liabilities and net worth to net debt, and (9) provide clearly stated
confirmations of credit with no unacceptable qualifications. OFFERS
WILL BE SOLICITED ONLY FROM THOSE CONTRACTORS WHO HAVE BEEN DETERMINED
TO BE PREQUALIFIED. The SIC code for this acquisition is 6514. This is
a full and open competitive acquisition. All responsible sources may
submit their prequalifications no later than 4:00 P.M. CST, 10 May 96
for consideration. NOTE: Offerors are cautioned that this acquisition
requires Congressional approval which, while anticipated later this
