Oceanic and Atmospheric Administration (NOAA), National Weather Service
(NWS) has a requirement to provide routing and emergency
maintenance/repair of the NWS-owned NOAA Weather Radio (NWR) system
within the State of Colorado. The period of performance will be for one
year, beginning Oct. 1, 1996 through Sept. 30, 1997, plus two option
years. The NWS system is a broadcasting network consisting of
transmission lines, transmitters, and antennas located at eight sites
within the State of Colorado. The Contractor will be required to
provide maintenance services as needed, vault and tower space, control
links, utilities, tools and test equipment, transportation and per
diem to maintain the NWR system. These services are only known to be
available from the State of Colorado, Division of Telecommunications,
2452 W. 2nd Ave., Unit 19, Denver, Colorado, 80223, because the NWR
equipment is located on towers owned and/or operated by the State of
Colorado. The State will not permit access to State property by private
contractors. This contract action is for services for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement may submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within 45 days after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. Concerns
having the ability to provide this service are required to submit
written notification to the procuring office listed in this notice
within 45 calendars from the date of this synopsis. In order to be
considered, firms must furnish detailed information concerning their
capability to provide this service. Such information shall include at
minimum: name, telephone number and point of contact, ability to
provide qualified technicians capable of maintaining the NWR system,
name and telephone number of firms to whom this service or similar
service has been provided previously, and documented evidence of
ability to gain access to state owned property. If no qualified
responses are received, the Government intends to contract with the
