L -- ENGINEERING AND TECHNICAL SUPPORT FOR S-3 TYPE/MODEL AIRCRAFT SOL N00421-96-R-5061 POC James Smith 2622JS, Contract Specialist, (301)342-3290 X24, Linda Suggs 2622LS, Contracting Officer, (301)342-3290 X11. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland has a requirement for engineering and technical services for S-3 Type/Model/Series aircraft to support the S-3/ES-3 Projects Team Office at the Force Aircraft Test Squadron. The required support includes conducting developmental test and evaluation of systems/sub-systems, system integration development, engineering support for Engineering Change Proposals, and engineering investigations of failures, deficiencies, incidents and accidents. The projected time of performance consists of a nine month base period and five option periods, for a total of five years. This requirement will be negotiated on a sole source basis with Lockheed Western Export Company, in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Lockhead Western Export Company, the manufacturer of the S-3 aircraft has possession of the level III engineering drawings that are required to perform the aforementioned services. The level III drawings are required in order to make an adequate assessment of the various S-3 systems from deficiency identification to system integration and modification.
