Contracting Officer, 202/606-1004. The Office of Personnel Management
(OPM) is seeking a highly-qualified independent public accountant (IPA)
to conduct full-scope financial statement audits of OPM's annual
retirement, health benefits, and life insurance trust funds financial
statements in compliance with the Chief Financial Officers Act of 1990
(CFO Act) and in accordance with Government Auditing Standards (GAS)
and other applicable standards. The IPA may also be requested to
provide other professional services through the use of individual task
orders for tasks directly or indirectly related to OPM financial
statement audits. Services that may be requested by task order include,
but are not limited to, financial audits of specified line items of
revolving fund and/or S&E financial statements; follow-up reviews of
identified material weaknesses or issues relating to compliance with
laws and regulations deemed material to OPM; actuarial and computer
specialist services; financial systems reviews; and interpretation
reports on complex accounting and auditing issues. A qualified firm
will, at minimum, possess the following qualifications: be a certified
public accounting firm (or public accounting firm licensed on or
before December 31, 1970); be able to affirm that it does not have a
record of substandard audit work; have no conflicts of interest arising
from professional services performed for OPM during the past three
years; and be able to provide details on at least one benefits program
auditing engagement where the annual, organization-wide benefits
program revenues exceeded $1 billion. The contract will be for a base
period with options to extend for four (4) additional periods. The
solicitation is expected to be released in early May 1996 and will
close approximately 45-days after issue. It will contain details on a
pre-proposal conference to follow shortly after release and guidance on
the submission of written questions in advance of this conference. All
requests for Solicitation OPM-RFP-96-00044JCB will be in writing. No
telephone requests will be accepted. This procurement is being issued
