PORTABLE LAUNCH SYSTEM FOR SUBMARINES Heather Jackson, Contracts

up to the Sources Sought announcement published on 29 December 1995
regarding the Navy's plan to issue RFP N00024-96-R-6221 for the
development and production of a Portable Launch System (PLS) for
Nuclear Tomahawk Land Attack Missiles (TLAM-N) for installation on the
688 and NSSN class submarines, the Navy plans to convene an
UNCLASSIFIED Briefing for Industry on May 8, 1996 at 10:00am in room
3S11 at NAVSEA Headquarters, in the Zachary Taylor Building (National
Center #3), 2531 Jefferson Davis Hwy, Arlington, VA 22242-5160. The
purpose of this Briefing for Industry is to provide an overview of the
procurement and system requirements, and to distribute DRAFT
electronic and hard copies of the System Specification, Statement of
Work (SOW), and portions of the RFP. Industry will be asked to provide
written comments on these documents within thirty (30) days after the
Briefing for Industry. The Government will not issue responses to
these comments, but will consider them for incorporation into the final
version of the System Specification, SOW, and RFP. Written comments
will be accepted at the Briefing, however responses will not be given,
and there will be no verbal question/answer period. Firms planning to
attend this Briefing must submit written notification no later than 3
May 1996 to Commander, ATTN: Heather Jackson, Code 02621H, Naval Sea
Systems Command, 2531 Jefferson Davis Hwy, Arlington, VA 22242-5160.
This notification must include the name of the company, and the names
of all representatives who will be attending the briefing. A fax
notification is acceptable. Due to size constraints of the room,
individual firms will be limited to a maximum of two (2)
representatives. In order to enhance industry participation in the
review of the draft Specification, SOW, and portions of the RFP, the
Navy intends to post the unclassified portions of these documents on
the INTERNET after the Briefing. The specific location and access
instructions to these documents will be provided at the Briefing. A
single hard copy of the DRAFT documents will be available for viewing
after the Briefing in the NAVSEA Industry Liaison Office, Room 5E40 in
the Zachary Taylor Building (National Center #3), 2531 Jefferson Davis
Hwy, Arlington, VA. Additionally, a single hard copy of the DRAFT
documents will be available for viewing after the Briefing at the
TLAM-N PLS Technical Information Center (TIC) at the Naval Undersea
Warfare Center (NUWC) Division, Newport. The TIC will be discussed at
the Briefing. Any subsequent revision of the draft documents remains
solely at the Government's discretion. The Government intends to
provide a list of the attendees at the Briefing to all firms at the
briefing, and any others who request it in order to assist firms or
individuals who may be interested in subcontracting opportunities. This
is not a request for proposals, nor a promise by the Government to pay
for information received in response to this synopsis or any
subsequent synopsis announcing the availability of draft specifications
for industry participation and feedback. Issuance of DRAFT
Specification, SOW and portions of the RFP does not obligate the
Government to award a contract and does not restrict the Government as
