Invitation for Bid (IFB) for Rehabilitation of Building 4400
Substation. This project provides for the installation of a new 13.8KV
Substation and the removal of existing electrical equipment. The work
to be performed under this project consists of providing all labor,
equipment, materials and testing to construct in its entirety this
facility. In addition, a detailed control system design is required.
The estimated cost of this project is between $500,000 and $1,000,000.
All requests for the solicitation package must be in writing.
Telephone requests will not be accepted. Transmission of requests by
internet E-mail to j.misch@ssc.nasa.gov or by facsimile at 601-688-1141
are acceptable. Reference IFB 13-SSC-B-96-1. All responsible sources
may submit a bid which shall be considered by the agency. Anticipated
release of the solicitation package on or about May 7, 1996. An
ombudsman has been appointed to hear concerns from offerors, potential
offerors, and contractors during the pre-award and post-award phases
of this acquisition. The purpose of the ombudsman is not to diminish
the authority of the contracting officer, or the selection official,
but to communicate concerns, issues, disagrements, and recommendations
of interested parties to the appropriate Government personnel and to
work to resolve them. When requested, the ombudsman will maintain
strict confidentiality as to the source of the concern. The ombudsman
does not participate in the evaluation of proposals, the source
selection process, or the adjudication of formal contract disputes.

recommendations which cannot be resolved at the installation may be
