shall provide all labor, equipment, materials, transportation,
supervision and disposal necessary to replace portland cement concrete
pavement at deteriorated extra wide pavement joints, dinintegrated
sections of portland cement concrete pavement, replacing deteriorated
or disintegrated sections of bituminous concrete overlay on existing
portland cement conrete base, installation of bituminous concrete
overlay on existing bituminous concrete pavement, installation of
bituminous concrete overlay on existing portland cement concrete
pavement, sealing cracks and joints, and applying seal coat on
bituminous concrete pavement. Location is USCG SUPPORT CENTER,
Governors Island, NY. The estimated cost of this project is between
$100,000 and $250,000. SIC code is 1611. Total contract performance
time is 90 calendar days. Solicitation Packages to be available on or
about May 10 1996. Packages may be obtained by sending a non refundable
check in the amount of $20 payable to U.S. Coast Guard, to the address
listed above. Requests will be honored until supply is exhausted. The
bid opening date will be on or about June 11, 1996. This project is
issued pursuant to the Small Business Competitiveness Demonstration
Program, and is unrestricted. THE FOLLOWING NOTICE IS PROVIDED AS
INFORMATION FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS
ENTERPRISES: The Dept of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
