and Missile Systems Center (SMC) intends to release a Draft Call For
Improvement (DCFI) and Call For Improvement (CFI) on or about 16 May 96
and 30 Aug 96, respectively. The primary means of communication between
Industry and the program office will be EELV's World Wide Web Homepage
on the Internet and Electronic Bulletin Board (EBB). All DCFI and CFI
documents will be released through the EBB and Homepage. Industry
comments are to be transmitted to the program office in the same
manner. EBB access is obtained via modem capability. Interested firms
who desire access to the system should contact Lt. Rob Morris (310)
336-4592. The EELV World Wide Web Homepage address is
HTTP://WWW.LAAFB.AF.MIL/MV/EELVHOME.HTM. Industry is asked to follow
standardized procedures provided by Lt. Morris in transmitting comments
to the program office. The EELV system is a space launch program that
will satisfy the Government portion of the National Mission Model
(excluding crew-rated or cargo return missions), reduce overall system
recurring costs, and maintain or improve the reliability, operability,
and capability of current medium through heavy lift systems (Titan II,
Delta, Atlas, and Titan IV). The EELV system includes, but is not
limited to, launch vehicles, facilities, support equipment, and payload
integration in support of the launch of the Department of Defense, the
Intelligence Community, the National Aeronautics and Space
Administration, and the Departments of Transportation and Commerce
spacecraft. The EELV development program is being conducted in three
successive modules. The first module was Low Cost Concept Validation
(LCCV) which began on 24 Aug 95 with four contracts awarded for a 15
month period of performance. Alliant Techsystems, Boeing Defense and
Space Group, Lockheed Martin Astronautics, and McDonnell Douglas
Aerospace each received $30M contracts to refine their EELV concepts
and conduct risk reduction activities. The next module will be
Pre-Engineering and Manufacturing Development (EMD). The Government
intends to award two contracts for this 17 month module. The Government
contemplates that the Pre-EMD module will be performed by two of the
LCCV contractors. The Pre-EMD module will then be followed by an 89
month EMD module which the Government contemplates will be performed by
one of the two Pre-EMD contractors. As stated and reflected in CBD
announcement #PSA-1329 (dated 20 Apr 95), EELV LCCV RFP
#F04701-95-R-0009 (dated 17 May 95), and the current LCCV contracts
(dated 24 Aug 95), the Government is employing a rolling downselect
acquisition strategy in acquiring an EELV capability. Responsible
offerors must satisfy the requirements prescribed in the LCCV module
RFP and meet the qualifications described in prior CBD announcement
#PSA-1329. Offerors are advised that competition for the Pre-EMD module
is open to U.S. Manufacturers only. Firms not performing EELV LCCV
module contracts interested in participating as prime contractors in
the Pre-EMD program are encouraged to submit statements of capability
within 20 calendar days of the publication of this synopsis to:

participating in the LCCV module are further advised that proposals
submitted in response to the CFI must include documents equivalent to
the Contract Data Requirements List (CDRL) items required under the
LCCV module contracts, including an authenticatable A-level
specification and Preliminary Design Review (PDR)-equivalent
documentation. The Government will consider all offeror Pre-EMD
proposals in accordance with the evaluation criteria and basis of award
established in the Pre-EMD CFI. This synopsis is not a formal
solicitation. The Government does not intend to award a contract on the
basis of this synopsis or to otherwise pay for the information
