The Federal Bureau of Investigation (FBI) intends to negotiate, on a sole source basis, a firm fixed price contract with SkidCar USA, Inc., 1940 N. Victory Blvd., Portland, Oregon 97217, for the purchase of three (3) SkidCar systems to be utilized at the Tactical Emergency Vehicle Operations Course (TEVOC) at the FBI Academy, Quantico, Virginia. The SkidCar system consists of a steel undercarriage, bolted to a car, incrementally lifts the front, rear, or both ends of the car off the ground, reducing traction, simulating skid conditions under slow, controlled speeds. Destination is Quantico, Virginia-- Delivery is required approximately 60 days after award of contract. Offeror's able to meet the requirement are invited to identify their interest and ability to meet this requirement by submitting a proposal to include technical specifications/pricing and any other information which shows a bonafide ability to meet this requirement within 45 calendar days of this publication. This information will, however, be considered if clear and convincing documentation indicates it is in the government's best interest to conduct a competitive acquisition. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the government is available, a contract will be negotiated with the above-named vendor.
