(Site Code DACA87) The U.S. Army Engineering and Support Center,
Huntsville, intends to award (on a sole source basis) a contract to
Vinyl Technology, Inc., Monrovia, CA under the authority of 10 U.S.C.
2304(c)(1) on the basis that award to any other source would result in
unacceptable delays in fullfilling the agency's requirements. This
synopsis provides information regarding potential subcontracting
opportunities. The proposed procurement is for the acquisition of
Demilitarization Protective Ensemble (DPE) suits in support of the U.S.
Army Chemical Agent Munitions Disposal System Activity, Tooele Army
Depot South Area, Tooele, UT as follows: (a) 100 each, 20 mil thick DPE
suits, size large; (b) 100 each, 20 mil thick DPE suits, size extra
large; (c) 100 each, 30 mil thick DPE suits, size large; (d) 100 each,
30 mil thick DPE suits, size extra large; and (e) 300 each, outer
boots, size extra large. These suits will be worn by U.S. Army and
contractor personnel who are required to perform routine maintenance,
testing, and other tasks in support of the disposal of chemical agent
munitions. It is essential that these personnel be able to enter
extremely toxic environments. Protection from chemical agent is
afforded these workers through the use of the DPE system. One major
component of this special protective equipment is the DPE suit and
outer boots. The DPE suit is manufactured from chlorinated polyethylene
(CPE) with polyvinyl chloride (PVC) gloves and a press-polished PVC
visor. The unique DPE suit physical property requirements along with
the strigent testing and acceptance criteria required to ensure the
safety of personnel working in a chemical environment preclude
acceptance of any suits which have not been certified by the Government
for use in this type of environment. Delivery is required to Tooele
Army Depot South Area no later than 15 December 1996. F.O.B.
Destination. The Standard Industrial Code applicable to this
procurement is 3842. All responsible sources may submit a proposal
