FC-81-05016. Telephone requests will not be honored. The overall
objective of Reclamation's Water Treatment Technology Program (WTTP) is
to develop the technological improvements needed for cost reduction and
increased environmental compatibility of desalting and related water
treatment processes in the United States. The goal of this Broad Agency
Announcement (BAA) for Task 5 of the WTTP entitled, ''New Ideas from
Small Operators and Entities'' is to stimulate interest in cost-shared
research and development studies to find technological improvements
for cost reduction and improvement of environmental compatibility of
water treatment processes. In Fiscal Year 1996 and subsequent years,
Reclamation's goal is to accelerate this program to enhance the
capacity and efficiency of public and private utilities to encourage
cost effective and innovative advanced water treatment technologies.
Emphasis will be given to the evaluation of water treatment
technologies which will provide assistance to States and local entities
to improve rural domestic water supplies. A principal, but not
exclusive, goal of this task is the formation of working combinations
between a water utility having a defined, persistent problem and a
research entity with practical ideas for resolution of that problem.
This task is not directed primarily toward the conventional
clarification and filtration processes that have been in use for enough
years to have reached the status of technical maturity. Instead
Reclamation is interested in newer processes which are needed to deal
with the broad spectrum of substances that presently appear in our
water supplies. The following are provided as generic examples of the
types of development opportunities that will be considered under this
BAA. These are examples only and will not necessary be given
preferential consideration over unspecified developments that also meet
the goals of the program: (1) Development of new water treatment
processes or improvements in existing treatment system, (2) Resolution
of small persistent operational problems in existing water treatment
plants, (3) Significant reductions in use of energy or chemicals in
pretreatment, separation processes, post treatment or reject disposal,
(4) Extraction of usable water from seawater, brackish water, or
wastewater, (5) Development of an on-line chloramine monitor, and (6)
Treatment of irrigation drainage waters. The duration of the research
shall be for one year. Deliverables FOB Denver, CO. Reclamation
anticipates awarding at least two cooperative agreements during FY 96
for the research studies, subject to the content and quality of the
proposals received. Depending on the availability of future program
funds, more than two agreements may be awarded this fiscal year.
Cost-sharing cooperative agreements will be awarded with the Government
share not exceeding $25,000 per agreement. Each offeror must be willing
to provide a minimum of 50% cost sharing in the proposed agreement.
Proposals submitted will be evaluated by a technical review panel. Any
responsible source, to include individuals, educational institutions,
commercial or industrial organizations, private entities, public
entities (including state and local), or Indian Tribal Governments, may
apply. Federal agencies are not eligible to apply. A solicitation will
be issued with a closing date 45 days from date of issuance. Proposals
will be accepted any time during this 45 day period. One copy of the
solicitation will be provided per requester; a fee to cover
reproduction costs may be charged for additional copies depending upon
