This acquisition is for the design and development of a ''shock collar'' device for use in attenuating the vertical component of shipboard shock motion imparted to a vertical concentric canister missile launcher. The Concentric Canister Launcher (CCL) is a new missile launcher system being developed to replace the current missile launching system aboard surface ships. The shock collar will allow shock loads from a missile launch canister to be reacted to at main deck level rather than at the foundation in the bottom of the ship. This item will become a critical component of the overall concentric canister launcher system. It is imperative that the design and development of this component be accomplished such that the optimal design in terms of functionality, weight, space, and cost will be obtained. Therefore, proposals shall be evaluated utilizing a ''best value'' approach. The solicitation shall be issued under the guidelines of full and open competition. It is anticipated that the resulting contract will be for a period of two years and will be based on a cost-plus-fixed-fee pricing structure. The contract will contain options as follows: Option I - Concept Design and Analysis, Option II - Prototype Fabrication, and Option III - Contractor Support of Government Testing.
