One time firm, fixed price contract for ''Electrical Distribution System Master Planning Services''. Work requires investigation, data collection, analyses, device coordination and load study of Luke AFB, AZ, Electrical Distribution and Area Lighting Systems culminating in a formal report. Estimated start date is 15 June 1996. Estimated schedule is (1) Phase I (40 percent submittal) sixty (60) days, (2) Phase II (55 percent submittal) sixty (60) days, (3) Phase III (80 percent submittal) sixty (60) days, and (4) Phase IV (100 percent submittal) forty five (45) days. The criteria which will be the basis for selecting firms is (in descending order of importance): 1) Specialized Experience in the investigation, data collection and analysis of Army, Navy, utility company, municipality and rural cooperatives medium voltage distribution class electrical utility systems; 2) Specialized Experience in the investigation, data collection and analysis of Air Force medium voltage distribution class electrical utility systems; 3) Broad Experience in medium voltage distribution electrical utility studies, evaluations, reports, drafting, and one-line generation using AUTOCAD; 4) Specialized experience in medium voltage distribution class relay and protective and load break device sizing and coordination; 5) Broad Experience in design, construction, and operation of medium voltage distribution class electrical systems; 6) Broad Experience in medium voltage distribution electrical systems, computer based data generation, manipulation, report interpretation and analysis; 7) Professional Qualifications of staff to include professional credentials, experience and training; 8) Past performance on previous DOD and other contracts; 9) Volume of work previously awarded to the firm to include dollar value of fees and number of DOD contract awards; 10) Professional Capacity of the firm to accomplish the work in therequired time; and, 11) Proximity of firm in general geographic area - first, 700 mile radius, then 1400 mile radius, and other.
