D -- TECHNICAL SUPPORT SERVICES FOR THE ARCVIEW MARINE SPILL AND ANALYSIS SYSTEM (AVMSAS) SOL 52-DDNC-6-90073 POC Rubie B. King, Contract Specialist/Norbert F. Syzmanski Jr. Contracting Officer (301) 713-0839 The Department of Commerce, NOAA intends to negotiate on a sole source basis with the Environmental Systems Research Institute, Inc., (ESRI) for technical support services to customize ArcView Version 3.0, and other related ESRI software applications which are proprietary. The application ArcView Marine Spill and Analysis System (AVMSAS) is being developed jointly by ESRI, the State of Florida and NOAA. The expanded AVMSAS will be used for information assessment and analysis, and generating Standard Environmental Sensitivity Index (ESI) maps. Support services include: 1.) Modifications to the ArcView software application and other related ESRI Geographic Information System (GIS) software; 2.) Technical support services including: design of applications, data structure and storage; development of custom applications of ArcView and other ESRI products, through programming in Avenue and Boulevard; on-site testing of the applications; development of online, system help and documentation;, delivery of completed copies of the final applications; and training on the systems. The period of performance shall be a twelve (12) month base period with four (4) twelve month option periods. All Potential offerors must demonstrate a thorough knowledge of ArcView 3, and the existing AVMSAS. Offerors must have extensive experience in Avenue programming, ESRI products such as ArcView, ArcInfo, GRID, Spatial Data Engine (SDE), and be knowledgeable of the latest developments in the Oracle-SDE links. A complete prototype version of the AVMSAS application must be fully and correctly functioning by March 1997. No solicitation currently exist. Technical questions must be submitted in writing within fifteen (15) days of this synopsis. Responsible sources must respond in writing within forty-five (45) ays of this synopsis by submitting a written narrative statement and other technical literature demonstrating the ability to meet the above requirements. Potential Offerors must provide at least three technical references regarding its experience with providing the required services. Pricing data including GSA Schedule if applicable should be included. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirement. Telephonic or Fax responses will not be accepted. Failure to submit documentation will result in the Government proceeding as above. Please refer to RFP No. 52-DDNC-6-90073 in your response.
