The U.S. Department of State, Office of Foreign Buildings Operations, Fire and Safety Division, has a requirement for qualified personnel for the purpose of performing fire protection system installations at Department of State facilities located outside the continental limits of the United States. The requirement is restricted to those firms who qualify as 8(a) concerns pursuant to the provisions of Section 8(a) of the Small Business Act (15 USC 637(a) and P.L. 100-656. Firms either in the developmental or transitional stage may also respond. The Standard Industrial Classification Code applicable to this offer is 8744. The award of this contract will result in a one year base with four one-year options. The type of contract planned is fixed price labor hours. The contractor shall provide administrative office space, secure tool storage, labor, tools, equipment and management skills necessary to perform fire protection system related projects and conduct an effective fire system retrofit program in support of the State Department's foreign service missions throughout the world. The successful offeror must possess or be able to obtain a Top Secret facility clearance and Top Secret security clearances for the personnel to be assigned to the contract in accordance with the Department of Defense Industrial Security Manual for Safeguarding Classified Information (DOD 5220.22-M) prior to contract award.
