R -- PUBLIC HEALTH REPORTS DESIGN AND LAYOUT SOL NLM 96-028/VMS POC Valerie M. Syed, Contract Specialist (301) 496-6546. It is the intent of the Office of Public Health Reports, an organization which is part of the Lister Hill National Center for Biomedical Communications at the National Library of Medicine, and located in Boston, Massachusetts, to negotiate on a sole source basis with the Magazine Group at 1707 L Street, NW, Suite 350, Washington, DC 20036 under authority of FAR 6.302 to provide the following design and layout services: (1) Provide photographic research, as required, to procure subject-related stock photography. Send to the Editor for approval. (2) Develop concepts for and hire illustrators to render artwork for feature articles as needed. Provide sketches to the Editor for approval. (3) Crop, size, and scan in all photographics and illustrations for high resolution placement in electronic files. (4) Proofread all galley proofs and then make all edits and changes as marked on galley proofs. (5) Prepare imposition according to pre-set editorial flow rules and guidelines. Send to client for approval. (6) Choose cover photograph and second color. Design and layout feature articles, incorporating procured photographs and/or illustrations. Layout departments, scientific contributions, commentaries, and recurrent materials (boilerplate). (7) Provide complete, paginated set of laser proofs in page spreads. Send to the Editor for review. Make edits and/or layout changes and send affected pages to the Editor for approval. (8) Following a final sign-off from the Editor, prepare the entire issue on a Syquest disk, or other medium appropriate for the printer, for shipment to the printer, along with a complete set of laser pages and required paperwork. (9) Review the printer blueline and make changes as required for the bimonthly publication, the Public Health Reports, for issues initiated during the period July 1, 1996 through September 30, 1997. Due to the national implications of the periodical, Public Health Reports, these services must be provided by a firm with experience and familiarity with Public Health Reports and the design that has been used since the September/October issue of 1995. The contractor will perform the following services and deliver the following products or deliverables for each bimonthly issue: (1) Consult with the Editor and prepare a detailed production schedule; (2) Receive manuscripts prepared in WordPerfect, or another agree upon word processor, on floppy disks with accompanying hard copy; (3) Import into Quark Express page grids and run out laser galley proofs for review by the authors. The material consist of features, commentaries, scientific contributions, and departments, with corresponding synopsis, tables, sidebars, pull quotes, references, author identification, acknowledgements, and tearsheet instructions, as well as the table of contents, masthead, instructions to authors, and other recurring items. (4) Receive data points for figures and create charts and graphs in accordance with predetermined design specifications. Import into Quark Express and place into the appropriate articles. Run out with author galleys. Firms interested must be able to provide all the above listed services and meet all requirements in order to be considered. Firms interested may identify in writing their interest and capability in response to this requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all responses received no later than fifteen days after publication of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Number Note 22. (0110)
