(OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP),
has a requirement for the services of a contractor to provide training
and technical assistance to Federal, State, and Local Law Enforcement
agencies in the development and implementation of new approaches,
techniques and methods related to prevention of delinquency and
improving the juvenile justice system as required by the Juvenile
Justice and Delinquency Prevention Act (JJDP) of 1974, as amended. The
proposed procurement will be a three year effort incrementally funded
on a cost-reimbursement basis. The proposed contractor shall provide
all professional and technical personnel, clerical services, equipment,
facilities and materials necessary to accomplish the specific tasks as
follows: (1) Plan, design, and deliver recurring regional training
programs, which involve scheduling, and evaluation of OJJDP's training
workshops. These workshops are delivered in the various regions of the
United States and its territories. (2) Plan, design, and deliver
recurring technical assistance, which involves the delivery of either
on-site and/or on-line technical assistance. Priority for technical
assistance shall be given to OJJDP and to those jurisdictions, which
have previously participated in a training workshop. (3) Responsible
for effective management of training and technical assistance. (4)
Facilitate and support training and technical assistance agenda. (5)
Provide ongoing administrative support in the management and
administration of OJJDP's training and technical assistance workshop
series. (6) Provide support for special projects or activities
identified by OJJDP. This procurement is restricted to public and
private nonprofit agencies, organizations, institutions, and
individuals. Proposals will be evaluated and a Contractor(s) selected
using the best value approach, taking into consideration a high level
of knowledge, experience, management, past performance, and budget.
Interested public and private nonprofit agencies, organizations,
institutions, and individuals shall submit a written request for RFP
OJP-96-R-006 to the above address no later than 15 days subsequent to
this announcement. Telephone requests will not be honored. Anticipated
date for issuance of RFP is on or about May 06, 1996, with a 30-day
proposal period. Proposals from all responsible public and private
nonprofit agencies, organizations, institutions, and individual will be
