Provide all materials, equipment, transportation and peerform the labor to connect temporary water line to existing water service line in shops trailer on leased property near moorings. Service to provide includes 1 1/2 inch copper tubing running approx. 40 lineal feet underground below frost depth to manhole, then changing to 1 1/2 inch stainless steel hose inside a 6 inch ductile iron carrier pipe running approx. 140 lineal feet. Line then changes from 1 1/2 inch stainless steel hose to 1 1/2 inch rubber hose, FDA food grade, running on harbor bottom under the float to WPB moorings, approx. 900 lineal feet. Project includes an Option Bid for installation of temporary sewer line shoretie to run under the float parallel to the temporary water line shoretie also for the USCGC Roanoke Island at Homer, Alaska. Sealed bid solicitation to be issued on or about April 24, 1996. Estimated cost range is between $100,000. and $250,000. dollars. Request for bid documents must be submitted and received by this office not later than April 24, 1996. This procurement is being issued pursuant to the Small Business Competitiveness Demonstration Program. For Minority, Woman and Disadvantaged Business Enterprises Only: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
