60 -- FIXED DISTRIBUTED SYSTEM (FDS) FIBER OPTIC REPLACEMENT CABLE SOL N00039-96-R-0078 POC Jennifer Schrock, 02-22, 703-602-0727. Synopsis NO. 40. This acquisition will provide for the fabrication, assembly and testing of light, medium and heavy armor trunk fiber optic replacement cable for the Fixed Distributed System (FDS) of the Fixed Surveillance System (FSS). Potential offerors must demonstrate the capability to build the core (through the welded copper tube of the power conductor) of the Fixed Distributed System's armored fiber optic trunk cable. This capability must be demonstrated with cable samples provided with the offerors' proposals, conforming to the requirements of specification G839810 Rev E. In addition, the offerors shall provide evidence of their capability to armor the core cable in accordance with all specifications referenced in the RFP. The sample will provide the basis for the most critical technical evaluation criterion. The Standard Industrial Classification (SIC) is 3357. --Qty: Firm 118nm: Options totalling 330nm. A pre-solicitation conference will be held on or about 29 May 1996 at SPAWAR headquarters, Arlington, VA. Specific date and time will be uploaded onto the bulletin board one week prior to conference. A draft solicitation, 96R0078D.zip, will be uploaded onto the SPAWAR Bulletin Board on or about 29 April 1996. The SPAWAR electronic bulletin board may be accessed from personal computers (PC) or Macintosh (MAC) computers by calling (703)602-9494. The Bulletin Board operates at 14,400 baud with a setting of 8:N:1. The file will be in Word 6.0, WordPerfect 6.0, Excel 5.0, and WP Graphics 2.0 format. The files will be compressed by a shareware program, PKZ204G.EXE. The file will be on the Draft File Library. To download this file, the prospective offeror will need, at a minimum, a PC or a MAC with modem support software that supports VT100 or ANSI standard, a modem that operates between 300 bps - 14.4K bps and a minimum of 1.5 Mb free disk space. All offerors are encouraged to provide answers to an optional questionnaire concerning electronic contracting. The bulletin board will be available 24 hours a day, seven days a week. However, as demand of the bulletin board may be heavy at times, it may be necessary to call repeatedly or during non-business hours.
