FOR Passive and Active Sensor Subsystem (PASS) Program. The Air Force
Phillips Laboratory anticipates solicitation of this effort.
Organizations having capabilities in the design,
fabrication/integration, test, and demonstration of passive and active
optical sensor systems are invited to submit their qualifications for
this effort. The solicitation will be published on or about TBD with
the date of receipt of proposals 30 calendar days after date of
publication. The principal activities within the PASS Program will be
the design, fabrication, test, and demonstration of a combined active
laser radar (ladar) and passive (both long and medium wavelength
infrared) optical sensor subsystem (OSS) which will be delivered to the
Ballistic Missile Defense Organization (BMDO) for utilization in its
Advanced Sensor Technology Program (ASTP). The PASS Program will also
support BMDO in the integration of this OSS onto the ASTP platform and
in the operation of the OSS during the ASTP system demonstrations.
Several key OSS components (including: the ladar, multi-waveband
infrared focal plane arrays (FPAs), and cryogenic FPA drive and signal
processing electronics) are currently, or will be, under development
with BMDO sponsorship. These components will be made available as GFP
to the PASS Program for their integration into the OSS. Components not
available as GFP will be acquired by the successful offeror. The
successful offeror will integrate and test the OSS at Kirtland Air
Force Base, NM. Approximately 125 square feet of a class 100 clean room
will be provided at KAFB for sensor integration and test. The
Contractor will be required to provide all other laboratory space, test
equipment, and supplies for the fabrication/integration, test, and
demonstration. A contractual effort of approximately four years is
contemplated. An organizational conflict of interest clause is
anticipated in any resulting contract as integration of advanced
components may require access to other contractorsO proprietary data.
The contractor will require access to Militarily Critical Technology
Data which is controlled under the Export Control Act (Title 22, U.S.
Sec. 2751, et seq.) or the Export Administration Act of 1979, as
amended (Title 50, U.S.C. App. 2401, et seq.). Only contractors listed
on the Qualified Contractor's Access List may receive controlled data.
Contact the Defense Logistics Services Center, Federal Center, 74 North
Washington, Battle Creek MI 49016-3412, (800) 352-3572, to become
registered and certified. Foreign-owned firms are advised that there
may be restrictions to becoming a possible prime contractor. Interested
contractors must indicate whether they qualify as a small business
under SIC Code 8711, size standard $13,500,000. Firms responding are to
indicate whether or not they are a small business, an 8(a) certified
firm, a socially and economically disadvantaged business, a woman-owned
business, a Historically Black College or University, or a Minority
Institution. Interested contractors, that are not considered to be a
large business, are requested to submit a Statement of Capability
(SOC). SOC shall be unclassified. Information submitted should be
pertinent and specific in the technical areas under consideration. Do
not provide advertisement brochures in lieu of a written SOC. The SOC
is limited to 20 pages (resumes not included in page count) and must be
received within 30 calendar days of publication of this announcement.
Replies received later than this date and responses by telegram or fax
will not be honored. Qualifications in the following areas must be
included: (1) Experience: Prospective sources must have prior
experience in all aspects of the design, fabrication, and testing of
both passive infrared and ladar sensor systems, and in the mechanical,
electrical, and thermal integration of components into complete
passive infrared and ladar sensor systems. (2) Personnel: Personnel
with education and prior experience in optics, ladar, infrared
detection, and sensor engineering: including all aspects of passive
infrared and ladar system design, fabrication, and testing, are
required to plan and execute this program. (3) Industrial Security
Clearance: A statement regarding industrial security clearance should
be provided. A Secret/RD Facility clearance will be required. Based on
the responses to this announcement, the Air Force reserves the right
to set-aside this acquisition, or portions thereof, for an 8(a) Program
Award, an award to a Historically Black College, University, or
Minority Institution, or a Small Business Set-Aside. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the Program
Director or Contracting Officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Interested parties are invited to call the PL

problems that have been previously brought to the attention of the
Contracting Officer and could not be satisfactorily resolved at that
