American Automobile Labeling Act (the Labeling Act) amends Title II of
the Motor Vehicle information and cost Savings Act by adding a new
section 210. The Labeling Act provides that all new passenger cars
(regardless of weight), certain small buses, and all trucks and
multipurpose passenger vehicles with a gross vehicle weight rating
(GVWR) of 8,500 pounds or less, manufactured on or after October 1,
1994, bear labels providing information regarding their domestic and
foreign parts content. The new labels will enable consumers to take
country of origin into account in deciding which new vehicle to
purchase. The National Highway Traffic Safety Administration (NHTSA)
intends to have a contractor conduct and administer three surveys: 1)
a national telephone survey to measure the influences of the domestic
content labels on potential and actual purchasers of passenger vans
light trucks, and multipurpose passenger vehicles; 2) a letter survey
of new vehicle dealers; and 3) a letter survey of domestic and
foreign-based manufacturers of these vehicles. Prior to the
administration of the surveys, the contractor shall perform revisions
to the questionnaires based on guidance provided by the Contracting
Officer's Technical Representative (COTR). The contractor shall also be
responsible for analyses of the data and for final reports describing
background, methods, and findings. The main objectives are to: 1)
Determine the extent to which potential and actual purchasers of new
passenger cars, light trucks, and multipurpose passenger vehicles are
aware of this label and its meaning, and take this new item of
information into account in their purchase decision making; 2)
Determine the extent to which passenger car, light truck, and
multipurpose passenger vehicle dealers understand the content labels,
and provide this new information to potential and actual customers, and
find it useful or detrimental in marketing; 3) Inquire about the effect
of this regulation on manufacturers of these vehicles in terms of cost,
manufacturing changes, parts sourcing, sales, and future
considerations. Reimbursement type contract will be awarded for twelve
(l2) months. The solicitation will be mailed to those organizations
