The U.S. Army Aviation and Troop Command proposes to acquire, on a sole source basis, the engineering and data processing services to support the Technical Data/Configuration Management System (TD/CMS) and its associated systems and any necessary support of conversion/transfer of data to gaining commands due to Base Realignment and Closure. The period of performance will be twelve months with two one-year option periods. The Government anticipates awarding a sole source contract, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(iii). The only responsible source is VSE Corporation, 2760 Eisenhower Avenue, Alexandria, VA 22314. The Government's minimum need can only be satisfied within the immediate time frame to ensure ATCOM's mission accomplishment by VSE. An award to any other source would cause a break in ATCOM support and result in unacceptable delays in meeting overall program goals/objectives. VSE Corp. has the corporate knowledge and experience in supporting and maintaining the ATCOM databases. There is no other source that has the expertise and experience necessary to provide support for maintaining the ATCOM database. (0113)
