We are requesting written proprosals from interested publishers who desire to compete for the opportunity to produce the TESTER station newspaper for distribution through official channels at the Naval Air Station, Patuxent River, MD. The terms of the agreement will be for a base period of two years with options of four additional years. The publisher shall be responsible for furnishing and distributing 13,500 copies of the weekly newspaper at no cost to the Government. All proceeds from the sales of advertisements for the TESTER shall go to the Publisher, who agrees to bear all costs and expenses. The Government will furnish all news and editorial text, photographs, line art, editorial materials, headlines and cutlines to be used in the station newspaper. The Government assumes responsiblity for security and accuracy of content of materials provided. The Publisher shall furnish trained personnel to assist in the electronic transmission and output design, makeup and layout of the Tester. The Publisher's art department will furnish original art at no charge.
