The Air Force Flight Test Center (AFFTC) has a requirement for services for Test Pilot School (TPS) ground simulator training. Current requirements consist of training approximately 24 people twice a year for an estimated 96 hours of ground simulator time. Training includes a one-hour classroom presentation to cover topics, including, but not limited to: 1) Principles of operation, including visual systems, motion systems, and associated time delays; 2) New concepts in simulation training and future applications, and; 3) Application of flight test data to simulator performance and flying quality development. Simulation will include various types of high fidelity, multi-engine jet aircraft. Suggested types of aircraft simulator are DC-10, DC-8, Boeing 727, 737, 747, 757, 767, Air Bus A300, A310, A320, A330, A340, MD80 series and MD90 series. Phase II will include a full aerodynamic program to include ground effect, turbulence, and wind shear model; a 6 degree of freedom motion base; airline industry representative avionics suites such as flight management computer systems, thrust management systems, fault display systems, electronic flight instrument systems, etc; flight control system which matches the static and dynamics characteristics of the aircraft; engine out and other emergency procedure operations; simulation time delay not to exceed 150 milliseconds; a 4 window computer generated image (CGI) visual system which include airport ground and airborne traffic and may be night/dusk CGI visual. Phase III will include all Phase II requirements plus all aircraft buffet characteristics (stall, flaps, spoilers, landing gear, Mach number effects, etc.) must be accurately simulated. Boeing 747/KC-10/KC-135 air refueling simulation. Solicitation to be issued on or about 20 May 96. Contract will begin Oct 1, 1996 and run for one year with two one-year options.
