(703)604-1920 The Naval Air Systems Command (NAVAIRSYSCOM) plans to
pursue the H-1 Upgrades Program which incorporates a common four-bladed
rotor system on the AH-1W and UH-1N aircraft, and upgrades the AH-1W
cockpit. The H-1 Upgrades Program intends to provide, at a minimum, the
following new common components: composite rotor blades and hub,
transmission, infrared suppressor, auxillary power unit, 4-Bladed
pusher tail rotor and tail rotor drive system and tail boom structure
for the UH-1N and AH-1W aircraft. The AH-1W will also receive upgraded
landing gear, pylon structural modifications, cockpit upgrade, and six
wing stations. The UH-1N will also receive upgraded landing gear, and
pylon structural modifications. The main rotor system will be of a
folding design to enhance shipboard compatibility. This modification
will include any and all changes to structural components deemed
necessary to ensure the structural integrity of the modified aircraft
with the increased flight loads and related structural stresses. Bell
Helicopter Textron Inc. (BHTI), P.O. Box 482, Fort Worth, TX 76101 will
be awarded a cost plus award fee contract, N00019-96-C-0128, for the
Engineering and Manufacturing Development (EMD) phase, which includes
the upgrade of three AH-1W and two UH-1N aircraft. BHTI will maintain
Total System Performance Responsibility for the H-1 Upgrades Program.
As such, BHTI will ensure that all modifications to the two H-1
aircraft models will, when completed, provide aircraft capable of
meeting all system performance criteria established by the Government.
Only BHTI, the planned system integrator, is able to accept Total
System Performance Responsibility for the AH-1W and UH-1N aircraft
required for the H-1 Upgrades Program. The EMD contract is planned for
award in FY 1997, pending Congressional approval. In addition, BHTI
will conduct a full and open competition for the development of the
AH-1W cockpit upgrade with an anticipated contract award planned for FY
1997. BHTI is the sole designer, developer, and manufacturer of the H-1
series aircraft, and the only firm with the knowledge, experience, and
technical data required to fulfill this need in a timely manner. The
H-1 series aircraft have a number of unique components and processes to
which BHTI retains the technical data rights. The U.S. Government does
not possess the AH-1W/UH-1N data rights and a Level III technical data
package, suitable for competition, for those items to which BHTI
