17 -- REPAIR OF REPAIRABLES (ROR) OF ELECTRICAL SUB-ASSEMBLY TEST SET (ESATS) P/N SAC-12 FOR SH-60B AIRCRAFT SOL N68335-96-R-0142 DUE 053096 POC Ms. K. Kiley Code 2132KK, (908) 323-5197. The NAWCADLKE has been tasked to initiate a Basic Ordering Agreement (BOA) with Eclipse International Corporation for Repair of Repairables (ROR) of Electrical Sub-Assembly Test Set (ESATS), P/N SAC-12 for SH-60B aircraft. ESATS is critical in testing and troubleshooting a variety of H-60 and H-53 aircraft subassemblies such as relay panels, harnesses, junction boxes and flight control assemblies. The BOA will cover repair services that cannot be accomplished by the Navy Intermediate Maintenance Support Activity, such as commercial repair, calibrate and modify all major ESATS components. The Government intends to negotiate this BOA under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Eclipse International Corporation as sole designer and developer of the ESATS hardware is the only firm that possesses the unique technical expertise, such as technical procedures/standards, specialized tooling, and expertise peculiar to the system hardware and software integration to fulfill ROR requirements described above. Firms that recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement.
