70 -- RELATIONAL DATABASE MANAGEMENT SYSTEM - DRAFT SPECIFICATION- REEQUEST FOR COMMENTS POC Elizabeth Clark Tel: (410) 965-9465 The Social Security Administration (SSA) is soliciting comments on a draft specification fora Relational Database Management System. SSA is contemplating the acquisition of a Commercial Off-the-Shelf RDBMS to provide a platform for the development of a variety of enterprise wide client-server initiatives which include high volume on-line transaction processing, management information, office automation, data warehouse, human resources and financial applications. SSA expects to have clients world-wide and is therefore seeking Enterprise level licensing for products supplied. The RDBMS must comply with the following capabilities:(1) Be scalable across uniprocessor (UP), symmetric multiprocessor (SMP), massively parallel processor (MPP) and loosely coupled processing platforms which include at a minimum Sun SPARC and HP 9000 class processors; (2) Support 64-bit hardware architectures including the ability to address more than 2GB of random access memory and support high availability mirroring and multi-node environments; (3) Comply with FIPS127-2, Database Language Structured Query Language; (4) Provide high performance levels to varying quantities of concurrently connected active database users that range from 100 to2200 users per instance. These clients workstations will utilize operating systems that include DOS, Windows 3.1, Windows 95, Windows NT, OS/2 and the IWS/LAN ACOS and will be distributed over a WAN supporting communications protocols which include SNA,TCP/IP, Novell IPX/SPX, OS/2 Comm Manager and APPC LU 6.2; (5) Provide gateway access to DB2 for MVS operating on an SSA mainframe computer; (6) Support the development of Data Warehouses; (7) Fully support both 2-tier and 3-tier client server architectures and support the use of transaction processing monitors; (8) Provide an integrated GUI based database administration tool and allow the use of third party monitoring tools; (9) At a minimum, be accessible by applications developed using Powerbuilder, ENFIN and the IWS/LAN development tool as well as support Smalltalk, C, C++, COBOLand FORTRAN and provide precompilers for each language as necessary; (10) Support stored procedures and triggers; (11) Support backup operations concurrent with ongoing full operation and support online recovery allowing full use of unaffected portions of the database; (12) Support both native and Open Database Connectivity (ODBC) drivers; (13) Be certified at the C2 security level as defined by the National Computer Security Center (NCSC); and (14) Support data replication.
