Open-end fixed price supplemental contract for professional Architect-
Engineer cost estimating services to be performed during a one year
term with four (4) unilateral one-year options for construction upgrade
and modernization projects located within the six (6) New England
States (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island
& Vermont). These projects are designed in the metric system of
measurement. Cost estimating services to be provided include:
estimating major upgrade and modernization projects; estimating small
as well as large scale repair and alteration projects; performing life
cycle cost analyses; evaluating value engineering initiatives;
developing unit/system cost; evaluating costs associated with
construction claims (delay/impact/Eichleay); evaluating costs
associated with unsuitable/contaminated/hazardous material removal;
evaluating costs associated with changes in construction requirements.
Consideration is limited to firms that have an active estimating
production office within one of the six New England states.
Supplemental information such as representative examples of prior
relevant estimating experience is encouraged. Services as prescribed
for each separate construction project will be a fixed price delivery
order to an open-end supplemental contract. The total cummulative fee
of the open-end supplemental contract is $250,000 for each one year
period. A separate fee will be negotiated for each delivery order. The
fee will be based on the overhead, profit and employee wage rates as
established in the supplemental contract. Selection will be determined
by two independent panels: the Slate and Screen Selection panel will
develop a short listing and the Regional Evaluation Board shall select
the A/E. Selection will be based on the following evaluation criteria:
1) Estimating Ability (40%) - Firms past experience of key personnel to
accurately develop/evaluate costs associated with all phases of
construction projects. 2) Experience (35%) - Firms experience of
in-house cost estimating personnel in estimating major upgrade and
modernization construction projects as well as estimating smaller
repair and alteration projects. 3) Methodology (25%) - Firms ability to
assure current and up-to- date cost data with emphasis on costs of
state of the art construction innovations, methods and techniques.
Following initial screening of experience and qualifications,
approximately four (4) firms will be short listed for interviews and
evaluation prior to recommendation and approval of the selected A/E.

255) MUST BE RECEIVED AT THE ABOVE ADDRESS NOT LATER THAN 4:00 P.M.

LOCAL TIME ON MAY 31, 1996, WILL NOT BE ACCEPTED. Submittals shall be
placed in a sealed envelope identified as follows: Solicitation No.
GS01P96BZD0020, Open-End Supplemental Professional Estimating Services
located with the New England States of CT, ME, MA, NH, RI and VT. This
is open to both large and small businesses under the Small Business
Competitiveness Demonstration Program. The size standard for a small
business concern under this announcement is a concern, including its
affliates, having an average annual sales or receipts for its preceding
