indication that the Air Force intends to contract for services. The Air
Force will not pay for information received in response to this request
for information. As a result of the recommendation to privatize the
workloads at Kelly AFB we are now exploring various alternatives for
performing work. The purpose of this request for information is to
solicit information, comments, and suggestions regarding the
alternatives being considered as well as any other alternatives that
may exist. The Kelly Air Force Base, SA-ALC/LDA, Automatic Test
Sytstems Product Group Manager (ATS PGM) is considering a variety of
alternatives for transferring the Kelly Electronics Business Area
(KEBA) industrial workload to the private sector. The Kelly Electronic
Business Area consists of the industrial responsibility for providing
the total spectrum of maintenance services for a designated set of
products to the Air Force. The industrial maintenance activity within
the Kelly Electronic Business Area is comprised of automatic test
equipment, general purpose test equipment, electronic repair of engine
controls and aircraft avionics, calibration of electronic equipment,
and industrial support of all software directly associated with these
workloads. It is envisioned that a single world-class contractor will
assume the industrial electronics workload described above under
contract to and in support of the Government. It is further envisioned
that this commercial concern will bring in other Government work as
well as a significant amount of commercial workload. In essence, we
foresee the Kelly Electronics Business Area becoming a viable, state of
the art, electronics repair source, incorporating hardware and
software, for both Government and commercial workloads. A discussion of
alternatives for transferring this workload and various scenarios can

that there may be other solutions, including variations of the
alternatives listed there, which might ultimately be adopted as the
